Speeding up site clearance progress for construction of two major highways through Lang Son

Today (May 22), a delegation of Lang Son Provincial People's Committee led by Chairman Ho Tien Thieu inspected the implementation of two expressway projects: Huu Nghi - Chi Lang and Dong Dang - Tra Linh.

According to the report of the Huu Nghi - Chi Lang project enterprise (DNDA), at present, the topographic survey of the Huu Nghi - Chi Lang project has reached 97%, the geological survey has reached 93%, the technical design work has reached 10% and it is expected to submit all technical design documents before September 30, 2024.

Within the handed-over area, DNDA has concentrated human resources, machinery and equipment, and organized two construction sites with a length of about 3.5km.

According to Mr. Bui Hoang Nam, Deputy Director of the Lang Son Province Construction Investment Project Management Board, immediately after the Huu Nghi - Chi Lang border gate expressway project was started, the investor consortium coordinated with the People's Committees of the districts where the expressway passes through, mobilizing households to hand over the land in advance to organize the construction teams.

At the Dong Dang - Tra Linh expressway project site, DNDA representative said that the topographic survey work was 100% completed, the geological survey was 99% complete and the technical design was 50%.

Up to now, at the construction site, DNDA has mobilized 400 personnel, 200 machines and equipment, and deployed 13 construction teams.

Regarding site clearance, Cao Bang province has cleared 38/41.55km, equivalent to more than 90%. However, the area of ​​land in Lang Son province has only been handed over 3.3/51.8km, reaching only more than 6%.

Mr. Nguyen Quang Vinh, General Director of Deo Ca Group, reported on difficulties in the construction of two expressway projects at a working session with leaders of Lang Son province.

Regarding the problems in the project, Mr. Nguyen Quang Vinh, General Director of Deo Ca Group, said that currently, there are 2 sub-projects of land acquisition and clearance under the Dong Dang - Tra Linh project that have not been approved yet. DNDA is having to provide equity capital to serve the land acquisition and clearance of some priority sections for construction. The mining capacity and reserves of the mines have not yet met the demand.

"To speed up the implementation of projects, the People's Committees of districts need to establish a comprehensive and detailed schedule as a basis for controlling site clearance work.

"The People's Committee of Lang Son province should consider prioritizing the allocation of sufficient land use quotas for two projects in 2024," the leader of Deo Ca Group proposed.

Regarding the difficulties in material mines and waste dumps, the investor proposed that the People's Committee of Lang Son province consider approving the increase in capacity and reserves of stone mines according to project needs and commit to stabilizing material prices; At the same time, approve the addition of waste dumps to meet the needs during construction.

Praising the project enterprises and the People's Committees of the districts for their efforts in coordinating the implementation of work items of the two expressway projects immediately after the groundbreaking ceremony, Chairman of the People's Committee of Lang Son province, Ho Tien Thieu, requested the People's Committees of the districts to step up propaganda, mobilize people to support and hand over the project site, speed up the implementation of resettlement areas, and launch a "sprint" emulation movement to clear land for the projects.

"Cao Bang has successfully completed 100 days of emulation for site clearance of the Dong Dang - Tra Linh expressway project, nearly completing site clearance work.

Lang Son has had experience in building expressways before, so it must be promoted more effectively. It is necessary to launch a competition for a maximum of 100 days and report to the Provincial People's Committee for regular inspection and supervision," Mr. Thieu directed.

Chairman of Lang Son Provincial People's Committee Ho Tien Thieu visited and encouraged the working spirit of officers, engineers and workers constructing the two expressway projects Huu Nghi - Chi Lang and Dong Dang - Tra Linh.

Lang Son province leaders also requested departments and branches, according to their functions and tasks, to proactively remove obstacles arising in site clearance, complete land use conversion dossiers, and urgently appraise technical design dossiers for construction of route sections.

The Provincial People's Committee Office advises provincial leaders to connect with Cao Bang Provincial People's Committee to work and agree on solutions to remove difficulties and obstacles in policies and mechanisms and convert land use purposes of projects.

"Project enterprises need to soon complete construction designs to submit to competent authorities for appraisal and approval according to regulations," the Chairman of Lang Son Provincial People's Committee requested.
