At the question and answer session, delegate Ta Thi Yen, Deputy Head of the Delegation Work Committee, National Assembly Delegate of Dien Bien province, questioned Minister of Construction Nguyen Thanh Nghi on the content of urban construction and renovation.

Delegate Ta Thi Yen stated: “Practice shows that the urbanization rate in our country is increasing rapidly. Although there has been investment attention, the appearance of Vietnam's urban areas still seems to be not commensurate with the economic growth rate and people's expectations. Existing problems such as traffic congestion, lack of parking, flooding, waste treatment, wastewater collection and treatment, lighting, green park area, noise, fine dust, etc. are slowly resolved and tend to get worse, greatly affecting the quality of life of the people and the environment to attract investment and business.

May I ask the Minister, how to renovate and build the face of Vietnamese urban areas in a modern, green, clean, environmentally friendly direction, adapt to climate change, thoroughly resolve current problems and prevent them from arising in the future according to the strategy as well as the planning and urban development plans in our country?

Minister of Construction answers questions from National Assembly Delegate Ta Thi Yen.

Responding to the question of delegate Ta Thi Yen, the Minister of Construction said that the Politburo recently issued Resolution No. 06-NQ/TW dated January 24, 2022 on Planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045 (Resolution 06). The Resolution affirmed the role and system of Vietnamese urban areas, as well as assessed and recognized the results achieved, shortcomings and challenges as stated by the delegate.

To implement the Resolution of the Politburo, the Government issued an Action Program under Resolution 148/NQ-CP dated November 11, 2022 (Resolution 148) to implement Resolution 06, which sets the goal of implementing focused and key investments in resilient, emission-reducing, smart, distinctive urban areas by 2030, and completing urban infrastructure as proposed by the delegates.

The Government's Action Program has proposed five main groups of tasks and solutions: (1) Unifying awareness and action on planning, construction, management and sustainable development of Vietnamese urban areas; (2) Improving the quality of planning and planning management to meet the requirements of construction and management of sustainable urban development; (3) Investing in developing a synchronous, modern, interconnected urban infrastructure system that adapts to climate change; (4) Developing specialized tasks and projects; (5) Developing policy mechanisms and legal documents.

With these 5 main solutions, the Government has proposed 33 specific tasks, including: 19 tasks on building policy mechanisms and legal documents, 14 tasks on investing in developing modern, synchronous, connected urban technical infrastructure that adapts to climate change.

With the assigned tasks and in the role of a state management agency, the Ministry of Construction is implementing 8 groups of tasks and solutions: (1) Focus on implementing the assigned tasks in Resolution 06 and Resolution 148; (2) Focus on researching and developing laws and tools for urban management such as the Law on Rural Urban Planning, the Law on Urban Development Management, the Housing Law, the Law on Real Estate Business, the Law on Water Supply and Drainage... and guiding documents; (3) Promptly appraise and promulgate the planning of the rural urban system as well as innovate planning methodologies to improve the quality of urban planning, construction planning, and urban architectural planning management; (4) Urge and promote the allocation of resources to implement planning and invest in urban infrastructure systems; (5) Promote research on suitable urban models; (6) Strengthen inspection, examination and supervision; (7) Strengthen training and fostering of urban management staff, urban specialists, and standardize the capacity of urban staff; (8) Build a suitable urban government model.

At this session, the National Assembly spent 2.5 days on questions and answers. This is the first time in the 15th tenure that the National Assembly questioned members of the Government and heads of sectors on the implementation of 10 resolutions of the 14th and 15th National Assembly on thematic supervision, and on questions related to 21 fields, including major and important issues, reflecting all aspects of socio-economic life, which are of great concern to the people and voters, especially in the context that the country is in the process of overcoming the severe consequences of the Covid-19 pandemic.
