On the second day of Decree 168/2024 taking effect, traffic conditions at intersections in Ho Chi Minh City have changed as most people are aware of obeying traffic laws. Cases of not obeying traffic lights, going in the wrong direction... have decreased significantly.
Accordingly, Decree 168 of the Government on administrative sanctions for violations in the field of road traffic, deduction of points, and restoration of driving license points replaces Decree 100/2019 (amended and supplemented in Decree 123) which stipulates increased penalties for many violations.
In particular, the act of transporting goods to cover the license plate is subject to penalties. For example, Mr. NPT (Tan Binh District) violated the act of "Transporting goods on a motorbike but the license plate is hidden" (stipulated in Point b, Clause 1, Article 36 of Decree 168) while traveling on Cong Hoa Street (Tan Binh District) on the morning of January 2.
Tan Son Nhat Traffic Police under the Traffic Police Department (PC08), Ho Chi Minh City Police, notified, made a record and fined Mr. T. 350,000 VND (no driving license points were deducted).
Notably, Decree 168 stipulates a fine of 4-6 million VND (minus 6 points on the driver's license) for the following acts: driving a vehicle without a license plate; attaching a license plate that does not match the vehicle registration certificate or attaching a license plate that is not issued by a competent authority; driving a vehicle with a license plate in the wrong position, not in accordance with regulations, attaching a license plate with unclear letters or numbers or using other materials to paint or paste over the license plate numbers; Attaching a license plate that is bent, obscured, or changes the letters, numbers, color, shape, or size of the license plate.
When fined, Mr. T. was very surprised: "A few times before, I also accidentally carried a lot of goods, causing the license plate to be covered, but I was not fined. Now the new decree stipulates penalties, so I have to pay attention."
Immediately after that, Mr. T. had to remove the goods and not cover the license plate before being able to continue driving on the road.
Ho Chi Minh City Police said that after one day of implementing Decree 168, the Traffic Police Department (PC08) had recorded nearly 1,600 cases of traffic safety violations. The total amount of fines recorded was more than 6 billion VND.
The increase in administrative penalties is intended to deter traffic participants with poor awareness, and to prevent and reduce the risk of traffic accidents. However, at times when authorities are absent from duty, many vehicles in Ho Chi Minh City still ignore red lights.
