The National Assembly 's Committee on Law held its 19th plenary session on November 25 to examine the Government's proposals to add to the 2024 Law and Ordinance Development Program.
Accordingly, the Law Committee agreed to submit to the National Assembly Standing Committee for consideration and decision to add to the 2024 Program the following projects: Law on Value Added Tax (amended), Law on Prevention and Combat of Human Trafficking (amended) and Law on Chemicals (amended).

Previously, the Government had Submission No. 435 proposing to add the draft Law on Prevention and Combat of Human Trafficking (amended) and the Law on Teachers to the 2024 Law and Ordinance Development Program and Submission No. 556 proposing to add the draft Law on Chemicals (amended) and the Law on Value Added Tax (amended) to the 2024 Law and Ordinance Development Program.
The Government proposed that the National Assembly Standing Committee consider and add the above draft laws to the 2024 Law and Ordinance Development Program, submit them to the National Assembly for consideration and comments at the 7th Session (May 2024), and approve them at the 8th Session (October 2024).
Reporting the initial opinion of the Standing Committee of the Law Committee on the Government's Submissions, Vice Chairman of the Law Committee Ngo Trung Thanh said that the Standing Committee of the Law Committee agreed with the necessity of amending the Law on Chemicals, the Law on Value Added Tax, the Law on Prevention and Combat of Human Trafficking and promulgating the Law on Teachers.

The amendment and promulgation of these Laws is also the result of the implementation of legislative tasks according to Plan No. 81 of the National Assembly Standing Committee. The dossier proposing the formulation of basic Laws meets the requirements on dossier components according to the Law on Promulgation of Legal Documents.
Based on the review of the dossiers proposing to develop laws, balancing the number of projects submitted to the National Assembly at the 7th and 8th Sessions, ensuring overlap and the necessary time for drafting quality law projects, based on the opinions of the National Assembly agencies:
The Standing Committee of the Law Committee proposed to submit to the National Assembly Standing Committee for consideration and decision to add to the 2024 Program, submit to the National Assembly for comments at the 7th Session, and approve at the 8th Session the draft Law on Value Added Tax (amended) and the Law on Prevention and Combat of Human Trafficking (amended);
Submit to the National Assembly for comments at the 8th Session, approve at the 9th Session for the draft Law on Chemicals (amended) (postponed one session compared to the Government's proposal).
Regarding the Law on Teachers project, the Standing Committee of the Law Committee believes that this is a new Law project with many important contents, wide scope of influence, and related to many legal documents regulating related contents.
The dossier proposing to build the Law on Teachers still has many contents that need to be clarified regarding the policies of the Law project and impact assessment; some contents in the dossier proposing to build the remaining laws also need to be further revised and improved.
Through working with relevant agencies, it was agreed to request the National Assembly Standing Committee not to add the project to the Program, and at the same time request the Government to direct the collection of opinions from agencies to complete the dossier and soon submit it to the National Assembly Standing Committee for consideration and decision.
During the discussion at the meeting, delegates basically agreed on the need to add draft laws to the Law and Ordinance Development Program. However, many opinions suggested considering the time for submitting draft laws.

Concluding the discussion, Chairman of the Law Committee Hoang Thanh Tung stated that through the discussion, the Law Committee basically agreed to propose to the agencies of the National Assembly.
Accordingly, the draft Law on Teachers needs to continue to complete its dossier and has not yet been submitted to the National Assembly Standing Committee for consideration and decision to add it to the Program. At the same time, it is noted that since this is a draft law of important significance, it is recommended that agencies promptly complete the dossier to propose the law making so that it can soon be submitted for consideration and inclusion in the Program when it meets all the conditions.
Regarding the remaining 3 projects, the Law Committee agreed to submit them to the National Assembly Standing Committee for consideration and addition to the 2024 Law and Ordinance Development Program. Accordingly, the draft Law on Value Added Tax (amended) and the Law on Prevention and Combat of Human Trafficking (amended) will be submitted to the National Assembly for comments at the 7th Session and approved at the 8th Session;
Regarding the draft Law on Chemicals (amended), it was submitted to the National Assembly for comments at the 8th Session and approved at the 9th Session. On that basis, it is requested that agencies promptly complete reports, records and documents to submit to the National Assembly Standing Committee .
