On the afternoon of September 23, the National Assembly Standing Committee gave opinions on the draft Law on Cyber Security (comprehensive amendments to the Law on Cyber Security and comprehensive amendments to the Law on Network Information Security into one law).

Proposal for Internet address identification
The bill adds provisions on the responsibilities of businesses providing services in cyberspace.
Specifically, it requires businesses providing services on cyberspace to identify the Internet address (IP address) of organizations and individuals using Internet services, and provide it to the specialized force for protecting network security to serve state management and ensure network security.
IP address is similar to house number, real-life residential address, is the most important basis to determine information, location, terminal devices accessing, using, and operating on the Internet.
The identification of Internet addresses for the protection of national security, order and social safety in the past has had many shortcomings and limitations, not meeting the requirements of professional work. The rate of Internet address lookups with subscriber information is not more than 40%, causing great difficulties for the work of protecting national security, order and social safety of the police force.
In addition, regulations on funding for cybersecurity protection are added. Accordingly, the funding for cybersecurity protection of agencies, organizations, state-owned enterprises, and political organizations must ensure at least 10% of the total funding for implementing projects, programs, and plans for investment, application, and development of information technology.
Examining this content, Chairman of the National Defense, Security and Foreign Affairs Committee Le Tan Toi stated that the draft law meets the requirements of the Law on Promulgation of Legal Documents and is eligible to be submitted to the National Assembly for discussion and comments.

"Crossing borders" is quite common but very complicated
Presenting his opinion on the discussion, National Assembly Chairman Tran Thanh Man pointed out that the issue of cyber security is very topical at present.
He suggested that the draft should clearly identify the affected subjects such as state agencies, enterprises, individuals, foreign organizations operating in Vietnam and the regulated behaviors such as cyber attacks, illegal data collection, spreading false information...
According to the National Assembly Chairman, the development of artificial intelligence (AI) technology has both good and bad sides.
"AI can fake voices and edit one person's voice to another person's to blackmail, while the server is usually overseas. These subjects post images and then demand payment of 2-3 billion VND, otherwise the images will be released," the National Assembly Chairman cited.
From there, he proposed clarifying the distinction between cyber security and information security, clarifying the boundary of cyber security related to national security and cybercrime prevention; information security related to data security and technical systems.
This will avoid conflicts in the application of the law and help to define the responsibilities of the regulatory body.
The National Assembly Chairman also raised concerns about the issue of personal data protection and privacy. He said that with social media platforms and cross-border services, the word "cross-border" is quite common but very complicated.
Therefore, it is necessary to build a strict mechanism to handle violations of privacy rights and illegal data collection and use. At the same time, it is proposed to establish a specialized agency to monitor regulations on personal data.
Regarding crime prevention, he suggested updating regulations on cybercrime and strengthening international cooperation. International cooperation is important because crimes are often committed abroad, where the servers of platforms such as Facebook, Google, and TikTok operate.
Surveillance technology allows the use of advanced technology such as AI and big data analysis to detect and prevent crimes, but strict regulations are needed to avoid abuse and ensure respect for people's privacy...
