Proposal to pilot the establishment of a Free Trade Zone in Da Nang city

On the afternoon of February 26, in Hanoi, the Ministry of Planning and Investment held a meeting of the Drafting Committee and Editorial Team to develop a Resolution amending and supplementing a number of articles of Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of an urban government model and a number of specific mechanisms and policies for the development of Da Nang city.

Speaking at the meeting, Minister Nguyen Chi Dung highly appreciated the Da Nang City Party Committee and People's Committee for their active and prompt direction, close coordination with the Ministry of Planning and Investment, and the enthusiastic, responsible and dedicated participation of relevant ministries and branches in the process of building the draft Resolution dossier.

The Minister emphasized that until completion, the workload is still large, the time is urgent, and the requirements are high, so he requested Da Nang city and members of the Drafting Committee and Editorial Team to closely follow the summary of mechanisms and policies implemented according to Resolution 119, as well as the policies and guidelines of the Politburo and the Government's directions for the development of Da Nang in the coming time.

Pointing out some advantages, Minister Nguyen Chi Dung said that the development of the Resolution has a very clear legal and practical basis when, in addition to policies and orientations, there is currently a national master plan, regional plans, industry plans and even the city's own plans.

However, according to the Minister, there are still certain difficulties. Firstly, it is necessary to ensure that specific mechanisms and policies for localities, including Da Nang, must ensure consistency and uniformity in the general legal system of the whole country, but still have their own characteristics suitable to the characteristics of the locality to help exploit all potential strengths, resolve bottlenecks, thereby creating new momentum for rapid and breakthrough development.

"This must be identified as an opportunity for the city. Proposed policies should be focused, key, practical, effective and feasible," said Minister Nguyen Chi Dung.

The Minister suggested that first, Da Nang can revolve around forming a financial center. There needs to be mechanisms and policies to form regional financial centers in Da Nang.

Regarding the story of semiconductor chips, the Minister said that this is also a trend and an opportunity, and it is necessary to pay attention to developing research centers, training human resources, and attracting talents and elites in this field. "Policies must be accurate and correct to achieve the goal" - the Minister emphasized.

Another issue mentioned by Minister Nguyen Chi Dung is that the area around Lien Chieu port, which can develop into a free trade center or large transit port, will certainly need specific mechanisms and policies.

The Minister requested Da Nang city and relevant ministries and branches to continue to coordinate closely to speed up the progress of building the draft Resolution dossier, trying to submit it to the National Assembly for consideration at the meeting next May, but emphasized that the most important thing is to ensure quality.

Agreeing with the suggestions of the Minister of Planning and Investment, Comrade Nguyen Van Quang, Secretary of the Da Nang City Party Committee, said that the directions given by the Minister are consistent with the general direction of the city.

Proposing 27 specific mechanisms and policies, including 6 new policies

Based on the policies issued by the National Assembly applicable to localities and the practices of Da Nang city, the city proposed 27 policies including: 21 policies similar to localities, of which 11 are completely similar and 10 policies have been adjusted and supplemented.

In addition, 6 new policies are proposed according to the city's reality.

Policy 1: Pilot establishment of Da Nang City Free Trade Zone linked with Lien Chieu Port and Da Nang International Airport.

The Da Nang City Free Trade Zone is a functional area for processing, logistics, trade-services, and duty-free business activities; it is an investment incentive area, enjoying investment incentives applied to economic zones according to the provisions of the law on investment and enjoying a number of special mechanisms and policies to create a driving force for breakthrough development for Da Nang City since the time the Da Nang City Free Trade Zone was established.

Chairman of the People's Committee of Da Nang City Le Trung Chinh presented a summary of the amendments and supplements to Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of an urban government model and a number of specific mechanisms and policies for the development of Da Nang City.

The Chairman of the People's Committee of Da Nang City decides on the investment policy and establishment of the Free Trade Zone. The People's Committee of the city has the authority to approve and adjust the general planning for the Free Trade Zone area according to the city planning approved by the competent authority; organize the implementation of land and water surface recovery, compensation, site clearance, resettlement to build the Free Trade Zone. Investors selected to invest in the construction and business of the infrastructure of the Free Trade Zone are allocated land, leased land and sub-leased land as for economic zones, industrial parks and export processing zones.

The Government regulates the organization, operation and policies of the Da Nang City Free Trade Zone according to the principles of simplicity, convenience, ensuring competition and meeting management requirements.

Policy 2: Propose that the National Assembly unify the policy to allow the pilot implementation of additional projects to build technical infrastructure including: logistics service centers and zones... (areas for carrying out warehousing, transportation, specialized logistics services such as processing, packaging, classification, quarantine, domestic and international distribution of goods...) to the list of land recovery projects to organize auctions of land use rights and select investors.

Policy 3: Policy on recruitment mechanism, salary, wages; income tax exemption and reduction, financial support; public investment operation mechanism for the High Performance Computing Center to support the field of semiconductor chips and artificial intelligence; specific mechanism on management and use of public assets; specific mechanism on training and attracting human resources for the field of semiconductor chips and artificial intelligence.

In particular, the City People's Council is assigned to decide on the policy mechanism: developing human resources in semiconductor microchips and artificial intelligence through programs to support training and development costs for students majoring in semiconductor microchips and artificial intelligence with appropriate support levels and recruiting and attracting experts and scientists to work in state agencies and units of Da Nang city in the field of semiconductor microchips and artificial intelligence. At the same time, support investors and businesses in the field of semiconductor microchips and artificial intelligence in Da Nang; support part of the costs for new investment projects in the field of semiconductor microchip manufacturing; policies to exempt and reduce import tax on equipment serving the field of semiconductor microchips, policies to exempt and reduce VAT.

Policy 4: The City People's Council decides to allow Da Nang city to be a controlled testing area (sandbox) through the use of blockchain technology in the management and trading of digital assets on the DanangChain platform, in which the default transaction token is Vietnamese currency to promote digital economic development; applicable to handicraft products, OCOP, paintings, and products serving tourists.

Policy 5: Investment, management, exploitation and handling of infrastructure assets and equipment serving the development of science and technology and innovation. Specifically, the People's Council of Da Nang City is entitled to consider and decide on new investments, upgrading, expansion and development of infrastructure assets and equipment serving the development of science and technology and innovation from the budget of Da Nang City.

Policy 6: The People's Council of Da Nang City decides on investment support policies for industrial cluster technical infrastructure investment projects in accordance with the specific conditions of the city.

At the meeting, members of the Drafting Committee and Editorial Team, who are representatives of ministries and branches, expressed their support for Da Nang city's approach of focusing on building very specific policies that are close to the city's development goals.

The majority of opinions agreed with the mechanisms and policies proposed by Da Nang city, and focused on giving comments on a number of specific mechanisms and policies related to the pilot establishment of the Da Nang City Free Trade Zone; developing Da Nang into a Financial Center; recruitment mechanisms, salaries, wages, support, training and attracting human resources for the field of semiconductor chips and artificial intelligence; controlled testing (sandbox) through the use of blockchain technology in the management and trading of digital assets on the DanangChain platform...
