Sharing the initial difficulties in operating the two-level local government, at the meetings with voters of 11 communes in the west of the city, Deputy Secretary of the City Party Committee, Chairman of the Hai Phong City People's Council Le Van Hieu emphasized: the commune level, based on actual needs, creates favorable conditions and coordinates to support cadres, civil servants and public employees to self-study and self-train in the direction of "holding hands and showing work". At the contact points, a content that attracted special attention from voters was the activities of the two-level local government after more than three months of operation. Voters expressed their agreement, trust and expectations for the drastic directions of the Party, the National Assembly and the Government on implementing the policy of innovation and reorganization of the apparatus "Streamlined - compact - strong - effective - efficient - effective", on rearranging and reorganizing administrative units at all levels and building a two-level local government model, assessing this as a demonstration of the Party's hundreds of years of strategic vision, meeting the urgent requirements and demands of the current practical situation. Voters highly appreciated the policy of decentralization, delegation of power and effective implementation of the two-level local government model, contributing to creating a breakthrough. At the same time, they expressed their joy and emotion at the deep concern of the Party and the State demonstrated through practical social security policies in recent times.

Create motivation for cadres and civil servants to work with peace of mind

Along with the positive results after more than 3 months of operating the 2-level local government model, difficulties and problems are inevitable. Voters in Ke Sat, Binh Giang, Duong An and Thuong Hong communes reflected on the increased work pressure after operating the new government model, while the team of specialized staff is still lacking, having to take on many concurrent positions, affecting the quality of work. Voters recommended the need to arrange suitable staff and have policies to support travel for officials and civil servants after merging administrative units.

Voters in Kien Thuy, Kien Minh, Kien Hai, Kien Hung, Nghi Duong communes recommended that central ministries, branches, and cities continue to review all legal documents, especially regulations on decentralization and delegation of powers; complete the system of documents regulating and guiding the implementation of the 2-level local government model, creating a complete and favorable legal basis for localities to implement. The Ministry of Home Affairs should soon advise and submit to the Government to issue revised and supplemented regulations on organizational structure; guiding documents on title standards, determining job positions, salary and allowance projects according to job positions to motivate officials and civil servants to work with peace of mind, and attract officials with good expertise. It is recommended that the city continue to pay attention to rotating, mobilizing, and seconding officials and civil servants to localities, especially for positions requiring deep expertise such as education, health, science and technology, etc., in accordance with the practical situation.

Voters of 11 communes in the west of the city, including Ninh Giang, Vinh Lai, Tan An, Khuc Thua Du, Hong Chau, Tu Ky, Tan Ky, Dai Son, Chi Minh, Lac Phuong and Nguyen Giap, proposed to consider arranging and using commune-level civil servants in some reasonable positions to avoid overload and improve work efficiency; invest in infrastructure and equipment to serve digital transformation at the commune level. Voters suggested to soon implement salary policies according to positions and jobs, and increase income for commune-level civil servants...

Expressing agreement with the initial results after 3 months of implementing the 2-level local government model, voters of An Duong, An Hai, An Phong wards and 6 communes of Tien Lang, Tien Minh, Tan Minh, Chan Hung, Hung Thang, Quyet Thang proposed that the National Assembly soon complete the mechanism of decentralization and delegation of power in public investment for small-scale projects at the grassroots level; adjust standards and criteria for urban classification to suit the expanded urban space.

Proactively propose investment in infrastructure, vehicles and equipment

Listening to the opinions and recommendations of voters in 11 communes in the west of the city, Deputy Secretary of the City Party Committee and Chairman of the City People's Council Le Van Hieu requested the leaders of relevant departments and localities to immediately respond to the contents of voters' reflections and recommendations. For some specific matters, he requested the agencies, units and localities to resolve them within their authority, in accordance with regulations and respond to voters fully and clearly.

Sharing the initial difficulties in operating the two-level local government, the Chairman of the City People's Council suggested that along with the city's solutions, localities need to proactively remove difficulties and obstacles within their authority. In particular, the commune level needs to base on the actual situation and needs to create favorable conditions and coordinate with departments and branches to support cadres, civil servants and public employees to self-study and self-train in the direction of "holding hands and showing work" to improve their capacity to meet work requirements. Proactively propose investment in infrastructure, means and equipment to ensure stable and effective operation of the two-level local government; gradually improve the quality of service to the people.

The Chairman of the City People's Council said that the city will continue to focus on investing in infrastructure to serve development. However, localities also need to proactively mobilize socialization to invest in cultural institutions to serve the community's interests. The city is building mechanisms and policies for people with meritorious services, ensuring social security according to the optimal plan of the two localities before merging and implementing uniformly and in accordance with regulations throughout the city - Chairman of the City People's Council Le Van Hieu emphasized.
