The first test version of Vietnam's AI ecosystem - Vietnamese Open Data

On the afternoon of October 2, within the framework of the National Innovation Day 2025, the workshop "Building an open data set for Vietnamese to serve research and application of artificial intelligence" jointly organized by Meta Group, National Innovation Center (NIC) and "AI for Vietnam" organization attracted a large number of interested delegates.

At the workshop, Meta Group, the National Innovation Center (NIC) and the “AI for Vietnam” organization jointly announced outstanding results from the project to build an open dataset for the Vietnamese language - ViGen. This initiative aims to promote research and development of artificial intelligence by providing high-quality Vietnamese open datasets to the artificial intelligence community in Vietnam.

Ensuring AI development is consistent with Vietnamese cultural values ​​and standards

The launch of the first pilot version of the ViGen platform directly supports the National Strategy on Research, Development and Application of Artificial Intelligence to 2030, as well as making an important contribution to the development of large Vietnamese language models - identified as strategic technology products according to Decision No. 1131/QD-TTg of the Prime Minister. The project will contribute to positioning artificial intelligence (AI) as a key driving force for economic growth and digital transformation.

According to the assessment of the parties, through the development of large-scale and high-quality Vietnamese open datasets for AI training and evaluation, the ViGen Project ensures that AI development in Vietnam is consistent with cultural values ​​and ethical standards. This is also a solution to build an open AI ecosystem in a responsible manner and linked to the local context.

More specifically, in the first phase (until October 2025), the ViGen project achieved breakthrough results. Including the launch of Vi-Primer 1.0, the largest Vietnamese pre-training open dataset ever; the introduction of a set of 5 Assessment Frameworks specifically designed to comprehensively measure and evaluate the capabilities of Vietnamese AI models, with 4,020 carefully constructed assessment samples, these standards test AI in many aspects (from in-depth knowledge, programming ability, logical thinking, to safety, cultural understanding and typical Vietnamese language nuances).

The project also officially launched the ViGen platform in beta. This is an open collaboration space where users (authenticated via the electronic identification application - VNeID) can directly contribute data, use resources to train models, as well as test and evaluate AI quality. The platform integrates a competition and reward mechanism to track and honor top contributors, thereby promoting the construction of a Vietnamese data warehouse for Vietnamese people, for Vietnamese people in a visual way.

AI ecosystem's commitment to accompany Vietnam's AI development

On this occasion, Mr. Philip Chua, Director of Public Policy and Products for Asia -Pacific , Meta Group, emphasized: The launch of the pilot version of the ViGen platform is an important milestone of the project and continues Meta's commitment to accompany Vietnam's AI ecosystem. This platform demonstrates our belief that open-source AI can expand access to advanced technology, helping Vietnamese developers, researchers and businesses build AI solutions that truly understand the local context and serve the community.

“By providing high-quality open-source Vietnamese data and tools, we are not only transferring technology but also creating momentum for Vietnam to become a global AI powerhouse, with solutions that reflect Vietnamese culture and values,” said Mr. Philip Chua.

On this occasion, Mr. Vo Xuan Hoai, Deputy Director of the National Innovation Center, said: The ViGen platform clearly demonstrates the role of public-private partnerships in accelerating the implementation of the goals of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

According to Mr. Hoai, the open approach of the ViGen project ensures that AI benefits all Vietnamese people, from startups, small and medium enterprises, technology corporations to universities, research institutes and state agencies, while maintaining cultural values ​​and ethical standards. “We are building not only technology, but also a foundation for sustainable and comprehensive economic growth based on AI,” said Deputy Director Vo Xuan Hoai.

Meanwhile, Mr. Tran Viet Hung, Founder and CEO of “AI for Vietnam” Organization shared: “By expanding access to high-quality Vietnamese data sets for the entire community, we are addressing the long-standing lack of Vietnamese presence in current AI systems. This platform will facilitate researchers, developers and innovators across Vietnam to collaborate, contribute and build ‘Made in Vietnam’ AI solutions that can serve the global market.”

In parallel with the ViGen Project, Meta also launched many programs to support AI applications in Vietnam, including: Startup Accelerator Program, Llama Grants Fund, workshops dedicated to small and medium enterprises, and AI knowledge dissemination program in the community. Meta also supports computing infrastructure and human resource training - key factors to expand AI application scale nationwide.

Looking ahead to 2026-2027, the ViGen Project is being implemented on a comprehensive three-year roadmap. In 2026, the project will develop refined datasets, build tools to support programmers in developing AI applications, expand to ten evaluation frameworks, and organize national hackathons. By 2027, the project will update datasets and develop advanced tools to serve AI applications in enterprises.

In the future, the ViGen project will continue to implement AI-related activities, including introducing a comprehensive toolkit for businesses, along with programs, training courses and seminars to promote AI integration into the operations of Vietnamese organizations and businesses.
