Really convenient for people
In just over 3 months of implementing the 2-level local government model, many localities have shown clear changes. If in the past, the commune level often had to "wait" for instructions through intermediaries, now it can directly receive directions from the province, both quickly and accurately. As a result, cumbersome meetings have been cut down, thick reports have also been reduced, so that officials have more time to be close to the people, taking care of the people's work. When people go to resolve administrative procedures, they clearly feel the convenience: many things are handled right on the spot, without having to go around in circles.

In Da Nang city, the arrangement of administrative units and the organization of two-level local government on the basis of urban government has brought many advantages in implementation. The Public Administration Service Center operates smoothly, becoming the focal point for solving difficulties and problems of communes and wards. The apparatus of the People's Committees at the commune, ward and special zone levels is quickly completed and stabilized, ensuring the functions and tasks of state management. A notable highlight is that the city has boldly implemented "non-territorial" administrative procedures, helping people to be served anywhere within the city. To date, 1,160/2,267 procedures have been carried out in this way, accounting for more than half, of which 849 are online procedures - a big step forward in administrative reform.
In parallel, 47 training courses were organized to equip commune-level cadres, civil servants and public employees with digital transformation skills, using document management software and operating the administrative procedure settlement system. This is not just a matter of learning to do, but also a fundamental step to prepare the two-level local government apparatus to truly "run" with digital thinking, serving people more quickly and effectively.
In the wards and communes of Ha Tinh province, with the creative approach of promoting the vanguard role of the Youth Union, the youth force of the Commune-level Police, establishing volunteer groups to directly support at the Public Administration Service Center; at the same time, effectively utilizing the Community Digital Technology Teams to guide and answer questions for people through the activities of the Youth Union and Association branches. It is this pioneering youth class that has contributed to creating a friendly and close atmosphere in solving work, helping people, especially the elderly, to access online public services more conveniently. These practical approaches are gradually becoming "models" for replication, clearly demonstrating that the 2-level local government not only streamlines the apparatus, but also truly brings convenience to the people.
Mr. Nguyen Quang Vinh - Standing Deputy Secretary of the Party Committee of Bac Hong Linh Ward, Ha Tinh Province, shared: the new apparatus helps to operate more clearly, the role of the leader is more concrete. The important thing is not just to streamline, but to maintain the spirit of "new must be better than old", so that people can see the real benefits. Those results are proof of the spirit that Conclusion 195 affirmed: the political system from the central to the grassroots has been urgent, serious, many places have completed tasks ahead of schedule, promptly removed obstacles, ensuring smooth and effective operations.
Timely removal of "bottlenecks"
In addition to the results achieved, many problems have also been revealed in practice. The legal system has not yet been synchronized, causing many localities to be confused in handling specific cases that arise, such as in the fields of land, environment, budget and public investment management. Some places have excess civil servants, some places lack them, some places have important positions left vacant; some places have excess but some places have excess "lack", there are excess people who cannot do the job, lack expertise. There are cases where the arrangement is not in line with the strengths, "the carpenter is told to forge knives, the blacksmith is told to make cabinets" leading to limited effectiveness.
In the current reorganization period, the cadre work must adhere closely to Marxism-Leninism and especially Ho Chi Minh's thought, and must be imbued with the profound lessons that he has drawn: "We must remember that: everyone has good and bad points. We must use people's good points and help them fix their bad points. Using people is like using wood. A skilled craftsman can use wood, big or small, straight or curved, depending on the situation."
The difficulty also lies in the management and use of public assets after the merger. Many headquarters are vacant, degraded, causing waste, while other places lack facilities to serve the people. In addition, a number of cadres and civil servants still think of working in a "district" style, unintentionally viewing villages and residential groups as an administrative level, operating in an "administrative" style, not "rolling up their pants and putting on their boots" to accompany the people.
Finally, there are "bottlenecks" in digital transformation: people are not familiar with it, officials have to do it for them, the network is weak, and equipment is lacking. An official of the People's Council and People's Committee Office in charge of the judicial and civil status sector in a commune in the Central Highlands frankly said: "We have software but sometimes it is still "congested" due to many accesses, weak connection, and people are urging us to be on time, especially birth, death, and marriage registration records. This is a pressure for civil servants on duty at the Public Administration Service Center and also for specialized civil servants handling the records. We have to print out the paper and re-enter it, which is both time-consuming and inefficient. There are even records that are late because they were entered through the Public Service Portal due to network congestion, and we have to add another step of apologizing to the people even though we have already manually processed and returned the results."
