After 2030, the urbanization rate will reach at least 43% and Nong Cong district will meet the criteria for a town level. For rural areas, the main driving force for the development of rural residential areas is the development of small-scale industry and agriculture - forestry, the construction of commune cluster centers, rural residential areas to both exploit existing potentials and create new momentum, as a fulcrum for economic development, trade - service centers, education , health, culture and social fields for rural areas.

Orientation of industrial space development zoning, continuing to complete synchronous infrastructure both inside and outside existing industrial clusters (CCN). Developing 2 new industrial parks, namely Cong Chinh Industrial Park, area of about 300 hectares; Nong Cong Industrial Park, area of about 450 hectares. Expanding the scale of 3 existing CCNs, planning to add 7 new CCNs (by 2030), adding 2 CCNs in the period of 2030-2045, bringing the total number of CCNs in the district to 12 clusters. Orientation of zoning for tourism space development and environmental landscape protection, taking advantage of the great advantage of being a region of outstanding people, cultural traditions, with many national and provincial relics, typical landscapes, especially spiritual culture, favorable for attracting tourists and building infrastructure, developing types such as spiritual tourism, sightseeing, and resorts in areas with beautiful landscapes such as Ngan Nua area, Yen My lake. Making tourism one of the spearheads of economic development. Focus on mobilizing resources, doing a good job of restoring, embellishing, and reconstructing historical and cultural relics, traditional festivals. Organizing well the propaganda, promotion, and encouragement of strong development of tourism services, building tourist attractions in the district associated with the system of tourist routes of the province and the region. Investing in promoting the value of historical, cultural and religious relics to exploit and serve the development of spiritual and cultural tourism. Promote and preserve the values of intangible cultural heritage. Restore ancient and unique plays of the past, such as robbing, pulling horses, and examining the son-in-law... Eco-tourism and resorts, focusing on the southern region, such as Yen My Lake Eco-tourism Area combined with Nghi Son sea tourism, forming sea-lake tours.

The planning for the construction of Nong Cong district also orients the formation of trade and service clusters in areas with favorable exchange locations, which can connect with concentrated agricultural production areas or be associated with industrial parks, tourist areas, resorts, etc. For the main trade center of the region, it will be built in Nong Cong town and Cau Quan urban area, with the function of being the center for goods distribution and the focal point for main trade and service activities for the district; at the same time, build a regional trade and service center. Continue to upgrade commune markets, build new markets according to the market network planning approved by the Provincial People's Committee and complete the investment in building the market system before 2025. Upgrade Nong Cong District General Hospital to a scale of 500 beds. It is expected to build 3 general clinics in Cau Quan urban area, Truong Son urban area and Yen My urban area. Stabilize the current locations of high schools and continuing education centers and expand and upgrade high schools to ensure the standards of 40 students/1,000 people, 10m2/student, and a minimum average size of 3 hectares/school. The education system at all levels (junior high schools, primary schools, and kindergartens), for existing works, is maintained, upgraded, and renovated; at the same time, build new ones in concentrated residential areas and new urban areas to ensure standards and standards of type IV urban areas. Build a new cultural center of the district in Nong Cong town, with a scale of about 1.5 hectares, including a museum, a traditional house, and a youth and children's cultural house. The district-level sports center, including 1 center in Nong Cong town, includes 1 stadium with full auxiliary works according to regulations, with a total area of about 10 hectares.

Regarding the orientation of zoning for agricultural, forestry and fishery development, continue to promote land accumulation and concentration for large-scale, safe production, and apply modernization in agriculture to serve large markets, such as Thanh Hoa City and Nghi Son Economic Zone. Transform the structure of crops and livestock towards plants and animals with high economic value, promote the application of science and technology, and modernization in agriculture to increase productivity, quality and income per unit of cultivated area. Attract businesses to invest in agriculture, invest in renovating agricultural infrastructure systems (irrigation works, electricity in production areas, intra-field traffic, etc.). Focus on forming and developing concentrated agricultural and fishery production areas associated with processing, increasing added value, ensuring product standards, increasing the proportion of the livestock industry, and building a number of brands for agricultural products. Combine agricultural development, farms, and craft villages with community and outdoor tourism. By 2030, the orientation is to form large-scale, concentrated production areas, developing key agricultural products, including rice growing areas in the communes of Tan Phuc, Te Thang, Te Loi, Minh Nghia, Minh Khoi, Truong Son, Truong Trung, Truong Minh, Tuong Van, Tuong Linh, Thang Binh. Rice production areas associated with traditional processing villages, such as rice vermicelli, wine production, and cake making, with an area of 500 to 600 hectares in the communes of Thang Long, Cong Liem, Minh Khoi, Truong Son, Tuong Van, Te Thang. Areas specializing in on-site rice seed production, with an area of 250 to 300 hectares in the communes of Thang Long, Tuong Van, Truong Son, Minh Nghia, Cong Liem, Trung Thanh, Truong Giang. Safe vegetable growing areas, developing in the communes of Minh Khoi, Minh Nghia, Van Thang, Thang Long, Thang Binh, Cong Chinh, Tuong Son, Tuong Linh, with an area of about 80 hectares. Develop 5 large-scale, concentrated livestock farming areas in the form of farms. Gradually applying intelligent transport technologies (ITS) according to new and modern technologies in the management and operation of the transport system. By 2045, the transport network system will be basically completed according to the plan.
