Aspirations of a key province in industrial development

Pioneering in industrial development for many decades, Dong Nai is now a familiar destination for investors and large corporations at home and abroad. Every year, Dong Nai ranks among the top in the country in terms of industrial production, investment attraction and export value.

The aspiration to develop a strong, modern, and innovative industrial economy has been set by Dong Nai for many years and has been striving to realize. After merging with Binh Phuoc to become the new Dong Nai province, the resources and wider development space create more opportunities for Dong Nai's economy, including industrial sectors, to continue to transform strongly and modernly, creating competitive advantages and building a new industrial picture for the locality.

Top industrial development of the country

Dong Nai is a locality that has developed the industrial economy of Vietnam early, with the first industrial park (IP) operating since the 1960s. Today, the province has dozens of industrial parks and clusters spread across the communes and wards of the province. Dong Nai's economic structure has changed dramatically, becoming one of the pillars of the key economic region in the South and the whole country.

Up to now, industry has been the focus of the locality with the largest number of industrial parks and clusters in the country. The province has 59 industrial parks, economic zones and high-tech zones established; of which 15 industrial parks have been established but not yet put into operation. In particular, the northern region of Dong Nai (formerly Binh Phuoc) has many opportunities to develop industry as infrastructure investors are moving here. Many large industrial parks in the region will be built and put into operation in the near future such as: Bac Dong Phu phase 2; Nam Dong Phu phase 2; Tan Khai 2; Minh Hung 3; Binh Phuoc; Dong No, Hoa Lu... Along with that are industrial parks associated with the advantages of Long Thanh International Airport such as: Bau Can - Tan Hiep; Xuan Que - Song Nhan; Long Duc 3; Phuoc An...

After the merger of Dong Nai and Binh Phuoc, the new Dong Nai province will be one of the four largest economic centers in Vietnam, just behind Ho Chi Minh City, Hanoi and Hai Phong. Therefore, Dong Nai will be an area with highly developed industry, urban areas, agriculture, trade services, logistics, etc. This is also the top region in the country in attracting foreign and domestic direct investment, exports, and state budget revenue.

During the working session in Dong Nai (August 15, 2025) on the socio-economic situation in 2025, Party Central Committee member and Deputy Prime Minister Ho Duc Phoc highly appreciated the achievements that Dong Nai has achieved in recent times, and expressed his impression that each time he worked in Dong Nai, he saw the locality making more progress.

In industry, according to the plan, Dong Nai focuses on developing three key product groups including: aviation industry; semiconductor industry, chip manufacturing and artificial intelligence; automation equipment and information technology equipment.

Dong Nai is like a bustling construction site, in which the province has completed a large amount of work on site clearance to serve projects. With a strategic location adjacent to Ho Chi Minh City, owning a system of national highways, expressways, seaports and large industrial parks, Dong Nai province has outstanding advantages to develop logistics, attract investment and make a breakthrough in socio-economic development. With its advantages, Dong Nai will rise and maintain its position as one of the top economic localities in the country.

Recommendations for the locality, Dr. Huynh Thanh Dien (lecturer at Nguyen Tat Thanh University (Ho Chi Minh City), expert on governance, corporate restructuring and policy consulting) commented: After the merger, Dong Nai province has just entered a new period of development. With its scale and long-term vision, the province needs to proactively take advantage of the opportunity to comprehensively rebuild the investment ecosystem, from reviewing and adjusting industrial planning, simplifying licensing procedures, perfecting the legal corridor, to redesigning focused incentive policies. From there, Dong Nai will shape a strategic industrial growth pole, effectively connecting with the Southeast region as well as the Central Highlands and towards the northern provinces.

Modern industrial development

Dong Nai aims to become a province with comprehensive, modern and sustainable development by 2030, in which green growth is a strategic pillar. The province continues to prioritize attracting investment in high-tech, less labor-intensive, less polluting industries; developing key infrastructure such as airports, seaports, and transportation in a sustainable manner, minimizing environmental impacts.

Regarding the industry sector with approved targets until 2030 and vision to 2050, Dong Nai will prioritize the development of a number of key industries, new technologies, and high technologies with main components including: specialized industrial parks/high-tech industrial parks/eco-industrial parks; industrial support services; research and development centers, science parks; vocational training and education centers; innovation centers, startup incubators. Develop towards a green economy, a circular economy, and achieve a net zero emission target.

Promote the transformation of industrial structure by locality, orient the development of mechanical, chemical, electronic, high-tech and supporting technology industries to serve key industries in traditionally developed areas of the province. Prioritize the development of food processing industries, mechanical industries serving agriculture and traditional industries, small-scale industries in the remaining localities of the province.

Anh Duong Irradiation Technology Joint Stock Company is one of the first enterprises to invest in Long Thanh High-Tech Industrial Park of Dong Nai. This enterprise's project applies the most advanced radiation technology in the world today in the field of industrial sterilization of agricultural products, food, fruit quarantine, medical sterilization, and at the same time serves the research, development and application of radiation technology in the production of new materials, high-tech materials...

Mr. Nguyen Quoc Truong, Director of this company, shared: Dong Nai still has a strong attraction for domestic and foreign enterprises. When deciding to invest in Dong Nai, he believed and expected the local policies in the coming time in developing high-tech, modern and environmentally friendly industries.

According to Mr. Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dong Nai province, the province has set a net zero roadmap by 2050 and industry is one of the 7 priority areas the province focuses on. In addition to solutions for greening old industrial parks and factories, selectively attracting new investment, requiring a roadmap and implementing emission reduction, the province is interested in forming green and ecological industrial parks that meet net zero standards. Currently, the province prioritizes developing this model in new industrial parks that have been approved for investment. Industrial park infrastructure investors and enterprises in the province are interested in implementing green transition in the industrial sector, linking economic growth with environmental protection.

Orientation for the future

Dong Nai is steadily entering a new era with the country. For sustainable development, it is necessary to have strategic orientations and solutions as the foundation and basis for economic and industrial development in the new period. The draft Political Report of the Dong Nai Provincial Party Committee, presented to the 1st Provincial Party Congress, term 2025-2030, has set out the economic development orientation for the locality in the coming time.

Accordingly, Dong Nai develops with a focus and key points based on internal strength, potential, competitive advantages and ensures synchronization and harmony between localities and regions in the province. On the basis of merging administrative boundaries, restructuring the development space of the province as a new driving force to ensure the implementation of the double-digit growth target, including: the southern urban-industrial region; the northern industrial-urban region; the northeastern agricultural-ecological-tourism region.

To be able to carry out the above task, the solution is to effectively apply the latest achievements of the 4th industrial revolution, creating a breakthrough in productivity, quality, efficiency, and competitiveness of the economy. Carry out the construction and modernization of the province's industry on the basis of digital technology, smart technology, and green technology. At the same time, attract investment in developing the aviation industry, semiconductor industry, electronic chip manufacturing, and artificial intelligence; automation equipment and information technology equipment.

Up to now, Dong Nai has attracted 46 countries and territories to invest in industrial parks with registered capital of over 36.2 billion USD. Despite facing the fluctuations of the world, the production of enterprises still shows high flexibility and adaptability. The electronics and components and mechanical engineering industry continues to be the main growth driver with products of high export value thanks to the expansion of production of large corporations and stable supply chains.

Along with the manufacturing industry, restructure and strongly develop the service industry based on science, technology, innovation and digital transformation. Take advantage of and effectively exploit services from Long Thanh International Airport and Phuoc An Port to promote import and export of goods, industrial production and passenger transport. Continue to invest in developing Hoa Lu Border Gate Economic Zone and ICD dry ports. Develop logistics centers, border trade centers and tourist areas according to approved planning.

An important solution is to create a fair and transparent business environment to support the sustainable development of enterprises and economic sectors. Promote the development of the private economy, exploit the potential and creativity of people and enterprises. Develop a team of entrepreneurs with ethics, business culture and patriotism, bravery, intelligence, national pride and aspiration to contribute.

Dong Nai aims to develop large-scale state-owned and private enterprises with leading roles and international competitiveness in key areas such as technology, digital transformation, finance, agriculture and telecommunications. Supporting and forming large local enterprises and corporations is very important to affirm Dong Nai's position.

According to Chairman of Dong Nai Province Business Federation Dang Van Diem, the role of enterprises in socio-economic development is currently highly valued. Many resolutions and programs at national and local levels have been issued. The business community in the province is eager to continue receiving companionship and support. The State acts as a bridge in promoting trade, linkage, technology transfer, and management skills between foreign-invested enterprises and domestic enterprises.

Comrade Ton Ngoc Hanh, alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Dong Nai province, said: The province has set the goal of becoming a modern industrial province, a logistics center, high-quality services, green and sustainable development by 2030. From there, specific development orientation goals are set through action programs and feasible and suitable solutions. At the same time, it will mobilize maximum resources, prioritize the rapid implementation of driving projects such as: Long Thanh International Airport, inter-regional and intra-regional transport systems, high-tech industry, ecological agriculture; strive to achieve and maintain annual economic growth of more than 10%.
