Speaking at the opening of the exercise, General To Lam said: In the Conference program, the parties agreed on the content of the coordinated fire fighting and rescue exercise with the participation of the Fire Police and Rescue units of the three countries. The development and organization of the exercise plan is very practical, meeting the practical requirements in coordinating the implementation of tasks to ensure national security, order and social safety in the three countries; it is an opportunity for the Fire Police and Rescue forces of the three countries to exchange experiences, learn from each other to improve tactics, techniques and combat capacity in handling fire, explosion, incident and accident situations. The process of building a fire fighting and rescue plan and preparing, organizing training and joint exercises took place very urgently in a short period of time, with strict training requirements, along with changes in living conditions, weather and climate, which created many difficulties for the participating forces of the three countries. However, with determination and enthusiasm, the Fire Police and Rescue forces of the three countries overcame the difficulties to be ready to complete the tasks according to the set plan.

In a hypothetical situation, a series of accidents occurred between a
passenger car, a chemical truck and a gasoline tanker in the border area. The fire prevention and rescue forces of the three countries mobilized more than 100 people along with many modern fire fighting equipment to coordinate in handling three situations: traffic accident; handling chemical leak caused by trucks and extinguishing the fire of a gasoline tanker. After the general rehearsal, all parties together learned from experience and perfected the plans.
In phase 1, a tourist car had a traffic accident that injured and trapped people in the cabin. The Vietnamese Fire and Rescue Police used hydraulic cutters and window hammers to rescue people. The Cambodian and Lao Fire and Rescue Police worked together to resolve the incident, cutting the car open to rescue the victims inside. In phase 2 of the plan, a gasoline tanker collided with a chemical tanker while passing by the scene. Forces from the three countries coordinated to handle the chemical leak. The forces wore specialized protective gear and used sandbags to contain the chemical before handling it. At the same time, the tanker suddenly caught fire. Fire and Rescue Police from the three countries were mobilized to transport sandbags to surround the tanker, preventing oil from spilling over a large area... After 30 minutes, the accident and fire were completely handled. The exercise was a great success.

In recent years, the Vietnam Fire Prevention and Rescue Police force has always been active and proactive in performing its responsibilities with international issues on fire prevention and rescue, such as: Tay Ninh Provincial Police proactively coordinated with functional units of Svay Rieng Province - Cambodia to organize fire fighting in 03 cases in the period 2017 - 2023. Quang Tri Provincial Police proactively coordinated with functional units of Savanakhet Province - Laos to organize fire fighting in 04 cases in the period from 2014 - 2020. The timely support of Vietnam Fire Prevention and Rescue Police units has contributed to minimizing damage to people and property in particular and contributed to further strengthening the good relationship between the 3 countries.
