On the morning of July 17, the Ministry of Education and Training coordinated with UNESCO to organize a professional consultation workshop on some contents guiding the implementation of the Law on Teachers, policies for teachers, educational leaders and school personnel in the new context.
Meeting the goal of developing the teaching staff
Speaking at the workshop, Deputy Minister of Education and Training Pham Ngoc Thuong said that on June 16, 2025, the National Assembly passed the Law on Teachers. On July 8, the President issued an order on this Law.
The Deputy Minister emphasized that the Law on Teachers passed by the National Assembly meets the expectations of more than 1 million teachers and education managers nationwide. During the implementation process, when necessary, the law will continue to be amended and supplemented to better complete it, meeting the goal of developing the teaching staff - an important force that determines the quality of education and training.

According to the Deputy Minister, the promulgation of the Law on Teachers proves that the presiding agency, the Ministry of Education and Training, together with relevant ministries, branches, and experts, have carefully prepared in surveying, researching, evaluating, consulting, building, and perfecting the law. Therefore, when presented to the National Assembly, the Law received 451/460 delegates voting in favor (accounting for more than 94% of the total number of delegates).
More importantly, the Law on Teachers meets the viewpoints and goals that the Drafting Committee and the presiding agency identified from the beginning: developing the teaching staff to meet new requirements and tasks.
Sharing about the process of building the Law, the Deputy Minister said that initially the plan was to promulgate the Law in a rather detailed direction. After the appraisal process of the agencies, the viewpoint was to build a framework law and a pipeline law.
That is, it only regulates the provisions under the authority of the National Assembly, while the contents under the authority of the Prime Minister and relevant ministries and branches will be regulated by the Prime Minister and the Government. Therefore, the compilation of the provisions in the Law is more concise.

Need practical guidance documents
The Deputy Minister emphasized that the promulgation of the Law on Teachers is an important condition and the highest legal basis for implementation. These are also necessary conditions, and the sufficient condition is to promulgate and guide sub-law documents. This process requires effort, intelligence, scientific, practical and systematic survey, research and assessment.
This afternoon (July 17), the Ministry of Education and Training will organize a review of the implementation of the Law on Teachers, in which it will evaluate this process and draw lessons, Deputy Minister Pham Ngoc Thuong informed.
However, we can also apply and utilize the experiences from the process of drafting legal documents in general, and the Law on Teachers in particular, to drafting sub-law documents. This is important and practical.
From now until January 1, 2026, the Law on Teachers will come into effect, and at the same time, those regulations must be implemented synchronously. Accordingly, from now until the end of the year, 3 Decrees and 12 Circulars must be studied and issued simultaneously to guide the implementation of the Law.
These are important, difficult and complicated documents because they still stipulate specific contents that are already in the law, stipulate specific contents under the authority of the Government, the Prime Minister and ministries. In particular, these documents affect people, with more than 1 team of teachers and affect other legal documents.
Therefore, it requires those who develop these guidelines to still approach them on the basis of closely following and fully adhering to legal bases, political viewpoints, science, and practice with the highest sense of responsibility, and working in the most scientific and practical manner.
Above all, it requires a spirit of receptiveness and listening. Whether it is a circular or a decree, it must still meet the highest point of view: developing the teaching staff, building a teaching staff that ensures structure and meets quality requirements.
Thereby, meeting the new requirements of the country, building generations of students with enough capacity and stature to enter the new era, the era of the country's rise.
With the difficulties, complexities, challenges, and high requirements in a limited time frame, we need to have a scientific approach. According to the Deputy Minister, one of the ways is to organize conferences and seminars to consult domestic and foreign experts, listen to and synthesize opinions and adhere to the viewpoints of the Law.

The Deputy Minister suggested that the delegates attending the workshop focus their time and intelligence on listening to the exchange and discussing the most important issues. After this workshop, we will "get started" on building the guiding documents for the Law on Teachers.
The Ministry of Education and Training is the central-level State management agency in charge of compilation, so every teacher, education manager, school, and Department of Education and Training has the responsibility, enthusiasm, spirit, attitude, and intelligence to contribute to the development of these documents, so that when applied to life, they ensure implementation, practicality, no overlap, no contradiction, and meet legal requirements.

Sharing about the immediate and important work, Deputy Minister Pham Ngoc Thuong discussed that experts and international organizations continue to promote the achievements that have been achieved, participate in giving opinions, exchanging and criticizing to have decrees and circulars that ensure quality. How to make sure that when these documents are issued, the implementation of the Law on Teachers will truly come into life, meeting the goals that the Party and State leaders desire and especially the entire education sector expects with core values and contents.
