According to the report of the People's Committee of Dinh Lap district, the total area that must be cleared for the entire project, including 3 items (main road, land acquisition location and excess land dumping site, and resettlement area), is 51.36 hectares with 1,038 affected cases in 5 communes and towns.
As of mid-November 2024, Dinh Lap District People's Committee handed over 46.9 hectares/51.36 hectares of land, reaching 91.31%, equivalent to route length of 37/40.4 km.
Currently, the whole district still has 189 affected households with an area of 4.46 hectares that needs to be recovered and has not yet handed over the land in 17 villages in 5 communes where the road passes through.
At the meeting, the members of the Steering Committee focused on discussing solutions to promote site clearance for the areas that have not been handed over by households. Specifically, such as: assigning members of the Steering Committee to preside over propaganda and mobilization in each village for each affected household that has not yet handed over the site; speeding up the classification and review of obstacles to resolve them according to their authority; strengthening dialogue to receive and resolve petitions from affected people according to the provisions of law; speeding up the approval of official compensation plans; coordinating with sectors to move technical infrastructure works on the route.
Concluding the meeting, the Secretary of the District Party Committee, Head of the Steering Committee for compensation and site clearance for projects in Dinh Lap district, assessed that the implementation of site clearance for the project to upgrade the section from Km 18 to Km 80 of National Highway 4B by the District People's Committee in the past time was effective, meeting the requirements.
To speed up the progress, strive to complete the site clearance work and hand over the clean site to the investor by the end of November 2024, the Head of the Steering Committee requested the agencies to urgently complete the documents on the establishment of special propaganda and mobilization teams of the district. The members of the Steering Committee were assigned to head the propaganda and mobilization team to review and decide on the list of members to ensure sufficient members according to the requirements; at the end of the propaganda and mobilization, report the implementation results to the standing agency of the Steering Committee and propose solutions to resolve the recommendations of the affected people arising during the propaganda and mobilization process.
At the same time, the Head of the Steering Committee requested: The Land Fund Development Center and functional departments and offices to urgently complete land recovery dossiers; speed up the approval of official plans to pay compensation costs to affected households; advise the District People's Committee to promptly respond to people's petitions in accordance with the law.
