The National Assembly delegation of Tuyen Quang province surveyed Yen Nguyen and Kim Binh communes.

In preparation for the 10th Session of the 15th National Assembly, on September 25, Survey Team No. 1 of the National Assembly Delegation of the 15th tenure of Tuyen Quang province, led by Comrade Ly Thi Lan, Member of the Provincial Party Standing Committee, Head of the full-time National Assembly Delegation of the 15th tenure of the province, surveyed a number of contents in Yen Nguyen commune and Kim Binh commune. The delegation included National Assembly Deputies: Hoang Ngoc Dinh, Member of the Provincial Party Executive Committee, Deputy Commander of the Provincial Military Command, Head of the Border Guard Command; Nguyen Viet Ha, Director of the Bank for Agriculture and Rural Development, Tuyen Quang province branch; and leaders of a number of departments and branches.

At the meeting, the People's Committees of the two communes reported on the difficulties and obstacles in the process of implementing the two-level local government model. Decentralization and delegation of authority (in some areas of recruitment, planning, investment management, finance, etc.) are still overlapping, there are no specific instructions or demarcation of the province's authority and the commune's direct responsibilities; the workload after the merger has increased while the payroll is still lacking, the structure is unreasonable, and many positions have to be held concurrently. The work of disbursing public investment and implementing the National Target Program has encountered many difficulties because the commune does not have a specialized Project Management Board and lacks construction specialists. In addition, the communes also reported difficulties in land management, budget collection, and prevention of livestock diseases, especially African swine fever, which causes great damage to the people...

The survey team visited the eel farming model of Hoang Thuc Agricultural and Service Cooperative, Yen Nguyen commune.

Yen Nguyen Commune proposed that the province supplement funding for repairing and upgrading degraded rural roads; promptly issue a Resolution specifying the collection of fees and charges in accordance with the two-level government model; arrange professional staff according to population size; assign budget estimates to implement projects under the National Target Program on Sustainable Poverty Reduction; provide guidance on establishing a unit to assist the New Rural Development Program; arrange veterinary staff at commune, village and hamlet levels to serve disease prevention. At the same time, request the Ministry of Finance and the Ministry of Construction to promptly provide guidance on the establishment of specialized construction investment project management boards at the commune level.

Survey delegation No. 1 of the 15th National Assembly Delegation of Tuyen Quang province worked with key leaders of Kim Binh commune.

Kim Binh commune proposed that the province issue a document clearly stipulating the minimum number of staff, professional qualifications for each job position; have unified instructions on decentralization and delegation of authority for overlapping areas. The commune also proposed that the province send provincial-level officials with qualifications and experience in education, science and technology, and digital transformation to directly support in the initial phase of operating the new model; open specialized training courses by field group, especially skills in using artificial intelligence applications in management and operation; consider balancing the staff to prioritize strengthening for commune-level administrative agencies. Along with that, the commune proposed that the Central Government soon issue guidelines on establishing or assigning investors for basic construction projects after the arrangement of 2-level government.

In her concluding remarks, Comrade Ly Thi Lan, Head of the National Assembly Delegation of the province, acknowledged the efforts and achievements of the government and people of the two communes in the initial phase of implementing the two-level local government model. She emphasized that the opinions and recommendations from the grassroots are important and practical information for the Provincial National Assembly Delegation to synthesize and report to the National Assembly and competent authorities for consideration, policy adjustment, removal of difficulties, and creation of favorable conditions for the grassroots to perform well the tasks of socio-economic development, maintaining national defense and security, and improving people's lives.

The delegation visited the Hall of the 2nd National Congress of the Party, at the Kim Binh Special National Relic Site.

On this occasion, the delegation surveyed the operation situation at Yen Nguyen Commune Public Administration Service Center; visited and surveyed production models in Yen Nguyen Commune including: Eel farming model of Hoang Thuc Agricultural and Service Cooperative; Dam Van Tuan business household specializing in processing electronic components. In Kim Binh Commune, the delegation visited and surveyed the operation situation of Chung Tin Agricultural, Trade and Service Cooperative. Before that, the delegation visited and offered incense at Kim Binh National Special Relic Site.
