On March 23, Inspection Delegation 1911 of the Politburo and Secretariat, led by Mr. Le Hoai Trung, Secretary of the Party Central Committee and Chief of the Party Central Committee Office, had a working session to approve the draft inspection report for the Standing Committee of the Dien Bien Provincial Party Committee.

At the working session, the Inspection Delegation assessed that the Standing Committee of Dien Bien Provincial Party Committee had thoroughly grasped and seriously and effectively implemented the resolutions, directives and conclusions of the Central Committee.

The inspection contents include: Summary of the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient"; Conclusion No. 121-KL/TW dated January 24, 2025 of the Party Central Committee on summarizing Resolution 18 associated with the establishment and operation of new Party committees.

Effectively implementing Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels, towards the 14th National Congress of the Party; Conclusion No. 118-KL/TW dated January 18, 2025 adjusting and supplementing a number of contents of Directive 35.

Thoroughly grasp and seriously implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee on the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more.

Carefully prepare conditions for the successful organization of Party congresses at all levels; develop a personnel plan for Party committees to ensure sufficient standards, conditions and proportions of young, female and ethnic minority cadres; focus on thoroughly resolving citizens' complaints and denunciations (if any).

The inspection team also pointed out a number of limitations that need to be overcome by the Standing Committee of Dien Bien Provincial Party Committee in the coming time; at the same time, the inspection team also made a number of recommendations to Dien Bien province to ensure synchronous implementation of solutions to complete well and comprehensively the requirements in resolutions, directives and conclusions; step up the inspection and supervision of the implementation of directives, resolutions and conclusions of the Central Committee, to promptly remove and resolve difficulties.

Regarding the implementation of Resolution 18, the Inspection Team suggested that Dien Bien should complete the streamlining of the provincial apparatus according to the direction of the Central Government on schedule; continue to do a good job of grasping the ideological situation of cadres and party members to create unity in implementing the major policies of the Central Government; direct the Provincial People's Committee to promptly issue criteria and assessment regulations to review and screen civil servants to implement the plan to streamline at least 20% of civil servants and public employees receiving salaries from the state budget.

Regarding the implementation of Resolution 57, Dien Bien needs to urgently issue an action program of the Provincial Party Standing Committee to implement the Resolution and a plan of the Provincial People's Committee to implement Resolution 03 of the Government; allocate budget for the fields of science, technology, innovation and digital transformation in accordance with Resolution 57 and in accordance with the actual conditions of the province.

Regarding the implementation of Conclusion 123-KL/TW, the Inspection Team requested Dien Bien province to continue reviewing; speeding up the progress of key projects and works and disbursing public investment capital; thoroughly handling backlogged projects, or stopping construction to complete and put them into use to avoid waste. Directing the development of a plan to arrange and immediately use redundant headquarters of agencies merging district-level administrative agencies in conjunction with the implementation of Conclusion 127-KL/TW to effectively use resources, avoid waste and negativity, and contribute to the growth target.

Based on the draft report on inspection results and the opinions at the working session, the Standing Committee of Dien Bien Provincial Party Committee will organize to draw experiences, overcome shortcomings and limitations; propose appropriate solutions to improve the effectiveness of implementing the resolutions, directives and conclusions of the Central Committee in the coming time. Mr. Tran Quoc Cuong affirmed: The reason for the existence and limitations in deploying and implementing the Resolutions and Conclusions is due to the perception of the determination and determination of a number of cadres and organizations in the localities that have not followed the Central Committee. This is an opportunity for localities in general and Dien Bien in particular to detect difficulties, obstacles and bottlenecks to jointly direct and remove them. At the same time, localities proactively find new and creative ways to replicate and popularize.

Head of the delegation Le Hoai Trung suggested that the Standing Committee of Dien Bien Provincial Party Committee continue to change its thinking, way of thinking, and way of doing things in implementing the resolutions, directives, and conclusions of the Central Committee to create consensus throughout the political system.

With the requirement to reorganize and streamline the apparatus, the Standing Committee of Dien Bien Provincial Party Committee needs to determine that reorganizing and streamlining the apparatus is not simply about streamlining the payroll, but must create new development space, for the common goal of promoting socio-economic growth.
