Further innovation in legal thinking

Continuing the working program, on the afternoon of October 21, the National Assembly discussed in groups the Reports on the 2021-2026 term of the President and the Government; the draft Report on the 15th term of the National Assembly; Reports on the 15th term of the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the State Audit; Reports on the 2021-2026 term of the Supreme People's Court and the Supreme People's Procuracy.

Create people's confidence in the country's development and future

Discussing in groups, National Assembly deputies assessed that during the past term, the National Assembly, the Government, the President, and agencies have been proactive, creative, strongly innovative, daring to think and dare to do, especially in perfecting institutions, administrative reform, digital transformation, AI application, creating development institutions, unlocking resources, caring for people's lives, and integrating deeply.

According to Venerable Thich Duc Thien (Dien Bien), voters, Buddhist monks and followers expressed their excitement and strong belief in the leadership of the Party and State, headed by the General Secretary, President, Prime Minister and Chairman of the National Assembly. National pride is expressed through major events such as the 70th anniversary of Dien Bien Liberation Day; 50th anniversary of Southern Liberation and National Reunification Day; 80th anniversary of the successful August Revolution and National Day September 2.

The 2021-2025 term had many difficulties, but our country still achieved important achievements, the socio-economy developed at a proud growth rate, social security was given attention; the religious life of the people received attention from the leaders of the Party, State and authorities at all levels.

Delegate Thich Duc Thien emphasized that in the past term, the Government has shown dynamism, creativity, and determination; closely directed key projects, cut administrative procedures, promoted digital transformation and international cooperation. The National Assembly also completed a huge amount of work with 19 sessions with many creative and innovative innovations in organization and operation, especially in building a digital National Assembly and applying AI. Access to documents as well as giving opinions is much more convenient than before due to the promotion of information technology application.

Expressing his agreement, delegate Le Minh Nam (Can Tho) highly appreciated the proactive, flexible and creative role of the Government in proposing to develop policies and laws to help restore the economy after the COVID-19 pandemic, institutionalizing the policy of decentralization and delegation of power and implementing the arrangement of the apparatus and local government at two levels...

Believing that the quality of legal documents needs to be further improved in the coming term, delegate Le Minh Nam discussed that the Government needs to focus on strengthening the task of guiding the implementation of the law, organizing the implementation and compliance with the law; promptly promulgating documents guiding the implementation of the law that take effect at the same time as the law to ensure the policy's objectives; reviewing, evaluating and summarizing the implementation of the law to remove existing bottlenecks and problems; clarifying the accountability of state management agencies in law enforcement.

At the same time, the Government links the streamlining of the apparatus with the level of application of science and technology, digital transformation and artificial intelligence (AI). The Government needs to pay attention to developing a strategy to respond to structural unemployment, arising from economic restructuring, application of science and technology, digital transformation and AI; have proactive policies and adaptive solutions to overcome negative impacts, ensuring that workers meet new requirements.

Strengthening social criticism and participation of experts and people

Evaluating the draft Report on the work of the 15th National Assembly, Chairman of the Ethnic Council Lam Van Man said that the 15th National Assembly had excellently completed its tasks in the context of many challenges and a huge workload. The National Assembly successfully institutionalized the Party's policies, especially the amendment and supplementation of a number of articles of the 2013 Constitution with 470/470 National Assembly deputies present in agreement, reaching 100%; passed 45 Resolutions on legal norms, amended many laws to implement the policy of streamlining the organizational apparatus, and building a 2-level local government model.

During the past term, the National Assembly also strongly innovated its legislative thinking, no longer having the mindset of "if you can't manage, then ban" but instead promoting decentralization and delegation of power to the Government, ministries, branches, and localities, increasing flexibility and feasibility in State management, meeting practical requirements, promptly removing bottlenecks, and unblocking resources.

Delegate Lam Van Man suggested that the 16th National Assembly continue to study shortening the legislative process; strengthen social criticism and participation of experts and people; continue to be a pillar of institutional building, meeting the requirements of international integration.

Delegates unanimously appreciated the National Assembly's supreme supervision activities with 7 topics. The questioning, thematic supervision and re-supervision activities were also conducted methodically, substantially and in-depth, contributing to removing many bottlenecks. They requested the National Assembly to continue to improve the post-supervision mechanism; enhance the role of National Assembly deputies in supervision and criticism, especially at the grassroots level...

At the discussion, National Assembly Chairman Tran Thanh Man said that the National Assembly has strongly innovated its thinking on law-making and the law-making process, promoted digital transformation, digitization, and effectively applied artificial intelligence to law-making activities; been proactive, creative, active, and prepared early from afar. Thanks to that, in a short time, the National Assembly has passed a large number of laws and resolutions, ensuring quality.
