The Department of Administrative Police for Social Order (PC06) of Ho Chi Minh City Police has just coordinated with Department PC06 Region I (Binh Duong Province) and Department PC06 Region II ( Ba Ria - Vung Tau Province) to organize the revocation and issuance of new seals for agencies and administrative units (ADUs) after the merger in Ho Chi Minh City and localities in the region.
This is an important preparatory step to ensure that the two-level local government apparatus (provincial and communal levels) will officially operate synchronously nationwide from July 1, 2025, when the district-level administrative organization model will end according to the Party and State's administrative unit arrangement roadmap.
Implementing the direction of the Ministry of Public Security , the City Party Committee and the People's Committee of Ho Chi Minh City, the Board of Directors of the Ho Chi Minh City Police Department has directed the PC06 Department to urgently prepare sufficient human resources, equipment and means to serve the work of recovering and issuing new seals for agencies and administrative units according to the new organizational model.
This work must be completed before the new government comes into operation to ensure no interruption in state management activities and service to the people and businesses.
In Ba Ria - Vung Tau, the PC06 Department of the Provincial Police Department coordinated with the Ho Chi Minh City Police Department to collect and issue new seals to agencies and units at the commune level according to the new model. Two fixed points for receiving and returning seals are located at the Provincial Public Administration Service Center and No. 1 Nguyen Thai Hoc, Ward 7, Vung Tau City. In addition, mobile working groups were also established to directly hand over seals to remote localities such as Ngai Giao, Kim Long, Ho Tram, Xuyen Moc and the People's Committee of Con Dao district.
In Ho Chi Minh City, PC06 Department has arranged two locations to issue seal certificates at the Ho Chi Minh City Police Headquarters (258 Tran Hung Dao, District 1) and PC06 Department Headquarters (114 Pham Van Chi, District 6). Binh Duong also established two locations to issue seals at the PC06 Department Headquarters (99 Le Hong Phong, Thu Dau Mot City) and the old Ben Cat City Police Station (318 QL13).
With the motto of "doing while preparing", local police forces have proactively supported commune-level agencies and units to complete legal procedures, quickly put the seal into use as soon as the new government was established, ensuring continuous state management activities.
The leaders of the Ministry of Public Security and the Director of the Ho Chi Minh City Police Department emphasized that the process of handing over and issuing new seals must ensure absolute safety, information confidentiality, proper procedures, correct subjects and within the prescribed time schedule. The goal is for the two-level local government to operate effectively right after July 1, 2025, without any administrative procedures being blocked or interrupted.
* In Dong Nai, the Provincial People's Committee has also issued a document directing the implementation of seal registration and the collection of old seals after the reorganization of administrative units at all levels. State agencies, organizations and positions are only allowed to use seals when there is a decision of permission and must register the seal sample before use.
The use of seals bearing the National Emblem must comply with the provisions of the Law, Ordinance, Decree or Decision of the Prime Minister. Competent agencies are responsible for handing over the seal and the seal sample registration certificate when there is a decision to merge, dissolve or change functions and tasks.
The People's Committee of Dong Nai province requires agencies and organizations that do not have an electronic identification account to urgently register to perform public services on seal registration from July 1, 2025. At the same time, they are responsible for returning the old seal as soon as the merger decision takes effect.
The local police all identified this as a particularly important political task in the transitional period. The police force continues to promote its core role, closely coordinate, and successfully complete assigned tasks. The revocation and issuance of new seals ensures that local agencies and units operate continuously and smoothly, contributing to maintaining security, order, and serving the people and businesses stably.
