Rolling construction

The Hanh Phuc Lake Flower Garden Project was started in July 2024 on the occasion of the 30th anniversary of the establishment of Kien An District (old). The project was decided by the City People's Committee on investment policy, approved in 2023 with a total investment of 79 billion 970 million VND (of which the site clearance cost is 57.7 billion VND); implementation period is 2 years 2024 - 2025.

Up to now, the project construction unit has completed more than 60% of the work volume (demolition of existing structures in the old Hanh Phuc Lake Flower Garden; moving some trees to match the approved design and planning; renovating the lake in the flower garden; expanding Phan Dang Luu Street and Cao Toan Street in the Hanh Phuc Lake Flower Garden area; building a water supply and drainage system).

According to the initial schedule, the Hanh Phuc Lake Flower Garden Project was expected to be completed earlier, but due to problems with the construction site, the project had to be delayed. Specifically, there was more than 1,339 ^m2 of land managed by Hai Phong Housing Management and Trading One Member Co., Ltd. located within the project's land acquisition boundary. At that time, the company was leasing to 25 households. The company announced the termination of the lease contracts with the 25 households according to regulations; handing over the entire land within the project's land acquisition boundary.

However, many households have not received compensation and support and have not complied with handing over the land to the investor because they still have petitions about the origin of land use, compensation and support policies and requests to be allocated land with land use fees.

After many dialogues and responses to petitions in accordance with legal regulations, but the households have not yet agreed to hand over, on April 10, 2025, the People's Committee of Kien An District (old) organized the forced land recovery from households renting houses from Hai Phong Housing Management and Trading One Member Co., Ltd. to implement the Hanh Phuc Lake Flower Garden project in Tran Thanh Ngo Ward.

By June 2025, Kien An district (old) continued to enforce the land area within the project's recovery boundary. The land area of more than 43 square ^meters was managed by the People's Committee of Tran Thanh Ngo ward (old Kien An district) but was arbitrarily used by a household. When clearing the land, the family did not agree with the compensation and support plan, did not hand over the land, and had recommendations that had no basis for resolution according to the law, so the local government was forced to enforce the project implementation.

According to the Kien An District Project Management Board, to ensure progress, the unit requires the contractor to implement a rolling construction solution, implementing the project as soon as the site is available. However, it will not be until June 2025 when the entire site is handed over that the contractor will be able to make the most of human resources, machinery, and equipment to speed up the project's construction progress.

Add more public facilities

In April 2025, the People's Committee of Kien An District (old) issued Decision No. 768/QD-UBND approving the Project of Additional Investment, Improving the Amenities of Hanh Phuc Lake Flower Garden with a total cost of nearly 20 billion VND. Accordingly, the project of additional investment, improving the amenities of the flower garden on an area of about 2 hectares includes: demolishing the island in the middle of the lake and the embankment wall, railings surrounding the lake; dredging the lake bed, treating water in the lake; building a reinforced concrete embankment surrounding the lake; installing railings combined with lighting poles, lake surface lights. In particular, adding the item of building a boat dock, installing 4 fireworks light poles and sports equipment in the flower garden.

Currently, the contractor is constructing additional project items including: hardening concrete piles around the lake, constructing a boat dock, etc. Due to the rainy season, the construction progress is affected by adverse weather, causing interruptions to outdoor work, damage to materials and equipment, flooding, landslides and transportation difficulties, etc.

Perspective of Happiness Lake Flower Garden Project.

According to Chairman of Kien An Ward People's Committee Nguyen Phong Doanh, Hanh Phuc Lake Flower Garden is an important project to renovate and upgrade the central urban area, create landscapes and public works for social welfare with high cultural value. Thereby, improving the quality of spiritual life of people in the inner city area and building and developing the modern urban area of Kien An Ward with green, civilized characteristics and identity, contributing to completing the criteria of a type 1 urban area of Hai Phong city.

Therefore, Kien An ward, in coordination with the Kien An Regional Project Management Board, is actively urging the contractor to "overcome the sun and rain" to fulfill the commitment to complete the project before October 31, 2025.
