There are many parks and flower gardens in Hanoi , but over time, many of them have been damaged and degraded, causing loss of aesthetics and safety. This has prevented many parks and flower gardens from fulfilling their function as “green lungs” in the heart of the capital.
In 2021, the city had a "Plan to renovate, upgrade and build new parks and flower gardens in the city in the period of 2021-2025". Accordingly, there are 45 parks and flower gardens that need to be renovated, upgraded and repaired at different levels and 6 parks that need to be newly built.
As of the first quarter of 2025, Hanoi has completed the renovation and construction of 70 parks and flower gardens, including long-standing projects. For example, Phung Khoang Lake Park (Dai Mo Ward) after many years of abandonment and overgrown grass has now truly "transformed". Mr. Bui Manh Bang, living in the VOV Me Tri apartment complex, shared: "We are very excited because after a long wait, Phung Khoang Lake Park is finally completed. Since the park opened, almost every evening my family comes here to walk around and exercise."
Similarly, the Astronomy Park, after many years of slow progress, has also become a "destination" for many young people. Ms. Nguyen Ngoc Linh on Thanh Binh Street said: "My children love to come to the Astronomy Park on weekends. However, at night the park has little lighting, creating a feeling of insecurity." At the Astronomy Park, there is also a situation of renting electric cars for children. Many cars go at quite high speeds, causing danger to the elderly and children walking in the park.
Parks and flower gardens are renovated and upgraded to promote the function and value of a public space in the heart of the city. However, in reality, at many projects, only a short time after being put into operation, the situation of "street stalls" encroaching on sidewalks and walkways occurs. For example, at the Flower Garden of the University of Water Resources (Tay Son Street), right behind the flower garden sign, next to the road leading to the school gate, is the sidewalk full of plastic chairs from mobile sales carts.
At Thong Nhat Park, the entire fence on Le Duan Street has been removed, the sidewalk has been repaved with stone, no more cracks or bumps. Decorative lighting systems have been installed to create a landscape. However, the system of "street stalls" and street vendors has also immediately "started up" in this area.
Renovating, refurbishing and upgrading parks and flower gardens to meet the living and entertainment needs of the people is extremely necessary. But more importantly, there needs to be effective monitoring and management measures to preserve the beauty of these public works, avoiding deterioration, not being used for the right purpose, causing waste as has happened before. Some opinions suggest that there should be modern utility service models within the premises of parks and flower gardens to serve the people, thereby limiting the situation of spontaneous stalls, ensuring urban safety and order, preserving environmental hygiene and the general landscape.
