On the afternoon of July 19, Mr. Hoang Phuc Lam, Deputy Director of the National Center for Hydro-Meteorological Forecasting, said that as of 1 p.m. on July 20, the center of the storm was at about 21.8 degrees North latitude; 113.7 degrees East longitude, in the northern sea area of ​​the North East Sea, about 370 km east of Leizhou Peninsula (China). The strongest wind near the center of the storm is at level 11 - 12, gusting to level 15; moving in the West Northwest direction at a speed of about 20 - 25 km/hour, and is likely to strengthen further.

Forecast at about 13:00 on July 21, the center of the storm is at about 21.2 degrees North latitude; 109.6 degrees East longitude, on the western coast of Leizhou peninsula (China). The strongest wind near the center of the storm is level 10 - 11, gusting to level 12; moving in the West Southwest direction at a speed of about 15 - 20 km/hour.

The meteorological agency forecasts that at around 1pm on July 22, the eye of the storm will be at around 20.5 degrees North latitude; 106.3 degrees East longitude, on the mainland of the Northern Delta and Thanh Hoa. The strongest wind near the eye of the storm will be at level 8, gusting to level 10; moving in a West-Southwest direction at a speed of around 10-15 km/hour, and gradually weakening.

Mr. Hoang Phuc Lam warned that due to the impact of storm No. 3, the northern sea area of ​​the North East Sea will gradually increase the wind to level 8 - 10, the area near the storm's center will increase to level 11 - 12, gusting to level 15; the waves will be 4 - 6m high. The sea will be very rough. Ships operating in the above-mentioned dangerous areas are likely to be affected by storms, whirlwinds, strong winds, and large waves.

On land, from the night of July 21 to July 24, the Northern and North Central regions will have heavy to very heavy rain, with some places experiencing heavy rain of over 150 mm in 3 hours. Warning of high risk of flash floods and landslides in the mountainous areas of the North, Thanh Hoa, Nghe An and deep flooding in low-lying areas and urban areas along rivers.

To proactively respond to storm No. 3, on the morning of July 19, the Ministry of Agriculture and Environment issued Official Dispatch No. 4594/CD-BNNMT to the People's Committees of provinces and cities in the Northern region and coastal areas from Quang Ninh to Dak Lak on responding to storms in the East Sea.
