Dr. Hoang Phuc Lam: From 4-5 am on September 29 is the most dangerous time in terms of wind and rain due to the impact of storm No. 10.

Regarding the situation of storm No. 10, on the afternoon of September 28, Dr. Hoang Phuc Lam, Deputy Director of the National Center for Hydro-Meteorological Forecasting, said that looking at the forecast image of the trajectory, location and intensity of storm No. 10, at about 1:00 a.m. on August 29, the storm's center will reach the shore. Because the area most affected by wind and rain is still a few hundred kilometers from the storm's center, from evening until the end of the night (specifically, around 4-5:00 a.m. on September 29) is determined to be the peak time of wind and rain, which is also the most dangerous period.

The focus area directly affected by the storm is the area from Thanh Hoa to the North of Quang Tri with a level 4 natural disaster risk. The localities affected by storm No. 10 will be in order from South to North along with the storm's progress to the North. Currently, the provinces and cities from Quang Tri - Da Nang ; in the evening of September 28, it will expand to Ha Tinh, Nghe An, Thanh Hoa; from midnight to morning, it will be the provinces of the Northern Delta, then the provinces of the midlands and mountainous areas of the North.

"The midlands and northern mountainous areas will mainly be affected by heavy rain, the wind will not be strong," Deputy Director Hoang Phuc Lam emphasized.

Along with that, in storm No. 10, the risk of natural disasters at level 4 is determined based on the possibility of strong winds of level 10-12 in coastal areas of Thanh Hoa - Northern Quang Tri provinces along with the risk of very heavy rain with rainfall of over 200mm/3 hours. Localities need to be aware that strong winds of level 10-12 can cause trees to fall in large numbers, houses - especially non-solid houses - can have their roofs blown off, electric poles broken... causing great damage. Heavy rain can cause urban flooding, flooding of traffic routes in low-lying areas, flash floods and landslides in mountainous areas...

Sharing the time of the strongest wind impact and the localities at risk of being affected by the wind, Mr. Hoang Phuc Lam said that the evening and night of September 28 is the time of the strongest wind; the area with the strongest wind is Thanh Hoa to the north of Quang Tri.

Referring to the risks that a slow-moving storm would pose to localities, Mr. Hoang Phuc Lam said that if the storm moves slowly, the duration of strong winds, heavy rains, and the risk of roofs being blown off, trees being broken, flooding and landslides… for a location on land will last longer and be more dangerous. Slow-moving storms also pose the risk of changes in storm structure, trajectory and intensity.

In addition, Mr. Hoang Phuc Lam also warned of heavy rain and the risk of flooding. Accordingly, from 2:30 p.m. to 7:30 p.m. on September 28, the provinces from Thanh Hoa to Quang Ngai continued to have rain with common accumulated rainfall such as from Thanh Hoa to Quang Tri from 50-90mm, some places over 100mm; Hue city from 30-50mm, some places over 80mm; from Da Nang city to Quang Ngai from 10-30mm, some places over 50mm. There is a risk of flash floods on small rivers and streams, landslides on steep slopes. Warning level of natural disaster risk due to flash floods, landslides, land subsidence due to heavy rain or water flow level 1, Hue city level 2.../.
