On the afternoon of September 29, at the 8th Conference of National Assembly Deputies working full-time, under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, delegates discussed the group of cultural and social fields, including the following draft laws: Law on amending and supplementing a number of articles of the Law on Education ; Law on Higher Education (amended); Law on Vocational Education (amended); Law on Drug Prevention and Control (amended).

Proposal to supplement regulations on career guidance and student streaming

Concerned about career guidance and streaming in education in the draft Law on Vocational Education (amended), delegate Dang Thi My Huong ( Khanh Hoa delegation) said that the practice of streaming students over the past years has not achieved the desired results and still has many shortcomings.

She pointed out that the student streaming rate is still low compared to the target; career guidance activities are still formal, many schools only organize a few classes. There is a lack of complete and accurate information about the learning and career path. There is no coordination mechanism between education levels and training professions; there is a lack of a systematic consulting and evaluation system, connecting businesses and the labor market, causing students to lack experience to choose a suitable career.

According to Ms. Dang Thi My Huong, social psychology still values ​​degrees, parents and students prioritize university education, and do not properly evaluate the value of vocational education. At the same time, there are no specific support policies for students in different streams such as scholarships, incentives, and job support.

Delegates from Khanh Hoa proposed to add provisions in the draft Law on: Early career guidance, suitable for capacity from preschool and primary school; Coordination responsibility of independent career guidance organizations; Specific policies for students in disadvantaged areas, gifted students, ethnic minority students; Reviewing the responsibilities of local authorities and agencies forecasting human resource needs; Strengthening the application of digital technology in streaming, having separate financial policies to invest in infrastructure, train teachers and build career counseling portals.

Also contributing to the draft, delegate Nguyen Thi Thu Dung (Hung Yen delegation) proposed separating the regulation on technical high schools from vocational high schools, considering this as a high-quality level of vocational education, designed to be linked with the engineering level.

Ms. Dung believes that universities should not be allowed to train at college level, except for some specific fields such as arts and sports, to avoid conflicts with the vocational education system.

Propose two types of universities

Participating in giving comments on the draft Law on Higher Education (amended), delegate Bui Thi Quynh Tho (Ha Tinh delegation) expressed her agreement with this comprehensive amendment. According to her, the draft law has been built concisely, focusing on the substance, and specific issues have been assigned to the Government for guidance.

Delegate Bui Thi Quynh Tho proposed to supplement regulations on university planning in the direction of having two types of schools: multi-disciplinary and single-disciplinary, to avoid widespread training. She pointed out the current reality that many technical schools open economic majors, or economic schools open majors outside the field, leading to dispersion of resources. At the same time, it is recommended to clearly distinguish public and private university education (including FDI and domestic) to serve as a basis for building appropriate investment policies.

Regarding the regulations on the organizational structure of higher education institutions (Articles 19 and 20), the Ha Tinh delegation proposed to review further regulations on the legal status of member schools.

Regarding the establishment, merger, separation and dissolution of higher education institutions (Articles 22-27), she said that there should be principles to ensure the rights of staff and civil servants. In particular, Ms. Tho was concerned about the draft removing the regulation on the University Council (Article 46), while not clarifying the position and work of the Chairman of the University Council.

Explaining at the Conference, Minister of Education and Training Nguyen Kim Son emphasized that the construction and amendment of the Laws this time is in the spirit of only regulating the contents under the authority of the National Assembly, not detailing the contents under the authority of the Government.

However, the drafting agency will consider adding some principles to some important contents. This is to serve as a basis for preparing Decrees and other regulations. It is expected that there will be a separate Decree regulating the autonomy of higher education institutions.

In response to concerns expressed by some delegates about the regulation allowing universities to organize training at other levels, including vocational education, Minister Nguyen Kim Son said that during the process of drafting the law, the Drafting Committee had carefully considered it. Previously, many universities had trained at college and vocational levels; international practice also shows that this model is popular.

However, the Minister emphasized that if the expansion is massive, it will affect the vocational education system. Therefore, the orientation is to only allow a few schools, in specific fields such as technology, engineering, and specialized expertise - where the strengths of universities are effectively promoted. At the same time, there needs to be strict supervision regulations to ensure the balance and harmonious development of the entire system.
