Bringing policy closer to ethnic minorities

Effectively implementing support programs and policies for ethnic minorities, Dien Bien province has always promoted propaganda work. Therefore, the National Target Program for Socio -Economic Development of Ethnic Minority and Mountainous Areas (National Target Program 1719), period 2021 - 2023 has helped the poverty rate among ethnic minorities to decrease by more than 6% per year on average; the rate of villages with paved roads to the commune center reached more than 78%; the rate of ethnic minorities using hygienic water reached more than 93%... From the end of 2023 to June 2024, with a total allocated budget of more than 1,274 billion VND, Dien Bien province has implemented 2 policies managed and directed by the Ethnic Minority Committee and implemented 5 policies managed by central ministries and branches with a total allocated budget of about 451 billion VND.

In particular, when implementing the National Target Program 1719, period 2021 - 2025 with 10 projects and many policies related to ethnic minorities, Dien Bien province has initially achieved some results. From there, it has contributed to improving material and spiritual life, creating changes in the face of mountainous rural areas and ethnic minority areas in the province. A typical example is in Tua Chua district, with the characteristics of a poor, highland district of Dien Bien province with 7 ethnic groups living together. Of which, the Mong ethnic group accounts for over 70%.

In recent years, with the support of the Party and the State, Tua Chua district has effectively implemented the National Target Program 1719. Thereby, contributing to hunger eradication, poverty reduction, and ensuring social security in the locality. Mr. Luong Tuan Anh - Chairman of Tua Chua District People's Committee said that in recent years, in carrying out tasks on socio-economic development, Tua Chua district has issued plans and solutions for direction and management associated with the implementation of programs, projects, and ethnic policies.

Accordingly, the district has implemented solutions to mobilize resources to invest in infrastructure, shift economic structure, restructure agriculture , convert suitable crop and livestock varieties, promote agricultural, forestry and fishery extension, support production development, actively eliminate hunger and reduce poverty, build and develop a team of ethnic minority cadres... Thanks to that, the district's socio-economic fields have had many positive changes, the material and spiritual life of the people has been gradually improved.

In Dien Bien Dong district, evaluating the results of implementing ethnic policies in the district in recent times, Mr. Giang A Tua - Head of the Ethnic Affairs Department of Dien Bien Dong district said that the whole district has 6 ethnic groups living together.

Of which, more than 95% are ethnic minorities. Identifying ethnic policy as one of the important and consistent tasks in implementing socio-economic development goals, ensuring national defense and security. Therefore, in recent years, ethnic policy has always been focused on implementation by Dien Bien Dong district, effectively implementing investment in building essential infrastructure for the locality.

The synchronous and flexible implementation of programs, projects and policies to support ethnic minorities has contributed to promoting economic development and improving the material and spiritual life of ethnic minorities. According to Mr. Giang A Dinh - Head of the Ethnic Minority Committee of Dien Bien province, in the coming time, the Provincial Ethnic Minority Committee will strengthen education, build and improve the quality of ethnic minority work teams to fully and effectively implement the Party's guidelines and policies and the State's policies on ethnic minority work. In addition, the Ethnic Minority Committee will coordinate and advise the Provincial People's Committee to ensure financial resources, propose mechanisms to mobilize and integrate resources in the province to effectively implement ethnic minority programs, projects and policies that are being implemented.
