Diversify forms of propaganda

Over the years, the activities of legal dissemination have always received close attention from the Provincial Party Committee, People's Council and People's Committee, demonstrated through the timely issuance of specific directives and instructions. The Standing Committee of the Provincial Party Committee has focused on leading and directing the strengthening of coordination between member agencies of the Provincial Legal Dissemination Coordination Council, mobilizing the combined strength of the entire political system.

In that spirit, provincial and local agencies and organizations have signed coordination programs, creating a legal framework and basis for units to seriously and focusedly implement them.

Coordination activities in legal dissemination and education are expressed through many diverse and rich forms, such as organizing conferences, seminars, forums to exchange experiences, organizing legal knowledge competitions, specialized activities at the grassroots level; coordinating with the provincial press agencies to develop regular legal dissemination programs, specialized pages, and columns that have a widespread influence on the people. Some localities and units also integrate legal dissemination with cultural, artistic, and community activities, creating a close and receptive atmosphere.

As a result, in the 2020-2025 period, the whole province organized 2,376 legal knowledge competitions with more than 1.1 million participants, including online competitions on cybersecurity, anti-corruption and administrative reform.

Press agencies to build specialized pages and periodic legal propaganda columns. Every year, departments, branches, sectors and organizations publish more than 1,000 legal propaganda articles on media and social networks. Creative legal propaganda models are also built and promoted effectively, such as: "Drug Crime Prevention Club", "Farmers with the Law", "Mock Trial", and "Traffic Safety School Gate"...

Solutions to overcome limitations

After 5 years of implementation, the awareness of Party committees, authorities and organizations about the position and role of legal dissemination and education has had many positive and profound changes. Legal dissemination and education has been closely linked to political and professional tasks and socio -economic development programs at each agency, unit and locality.

Thai Nguyen also focuses on building and perfecting institutions, issuing documents regulating spending levels for legal dissemination and education work, standards for legal access and mediation at the grassroots level. The team of legal reporters and propagandists has been supplemented, trained and met the requirements in both quantity and quality.

Mediation at the grassroots level has also been effective, with 3,129 mediation teams and 21,212 mediators, achieving a successful mediation rate of 75% to 80% annually. Despite many achievements, the work of legal dissemination and education still has some limitations. Funding is mainly based on the State budget, and the mobilization of social resources is still limited.

To overcome these limitations, the province has proposed a number of recommendations to higher levels, including amending the 2012 Law on Legal Dissemination to supplement forms of information technology application and digital transformation. The province also requested the Government to supplement and improve mechanisms and policies to support resources for legal dissemination, especially funding and equipment for legal communication activities at the grassroots level, in remote areas, ethnic minority areas, etc.
