Accordingly, implementing the direction in Official Dispatch No. 7399/CD-BCT and 7401/CD-BCT dated September 27, 2025 of the Ministry of Industry and Trade , in order to ensure safety of life, limit property damage, soon restore production and stabilize life, the EVN Steering Committee for Natural Disaster Prevention and Search and Rescue requires units to deploy synchronously and drastically. The head of the unit must directly lead and direct with a spirit of urgency, absolutely not be negligent or subjective in any situation.
Units continue to strictly implement Directive No. 07/CT-BCT dated March 20, 2025 of the Ministry of Industry and Trade and Directive No. 1777/CT-EVN dated March 21, 2025 of the Group on natural disaster prevention and search and rescue. At the same time, it is necessary to organize 24/24 hours on duty, coordinate with media and press agencies to provide complete and accurate information. EVN emphasizes proactively implementing the motto "4 on-site", "3 ready", fully preparing resources, equipment, means and materials to respond to and promptly overcome incidents. Ensuring communication must be given the highest priority, ensuring safety, reliability and smoothness for command and control forces.
For hydropower units, EVN requires strengthening monitoring, collecting hydrometeorological information, proactively advising the National Civil Defense Steering Committee, the Ministry of Agriculture and Rural Development as well as the local Disaster Prevention Command Committee in flood discharge management according to the inter-reservoir or single-reservoir process. Units must proactively propose reservoir regulation plans to cut, reduce or slow down floods, ensuring safety of works and downstream areas; at the same time, deploy plans to protect dams and downstream areas, especially at vulnerable points. On-duty forces must be regularly deployed to promptly handle all unsafe situations, especially in cases of emergency flood discharge.
For power grid units, the dispatch requires urgent system consolidation, handling of existing problems, and reinforcement of vulnerable points at risk of incidents. For power stations that are prone to flooding, appropriate operation and prevention plans are needed to ensure safety.
Unmanned transformer stations must be re-established and equipped with backup diesel generators to provide power for flood control work at important stations. EVN also requires units to prepare plans to mobilize forces inside and outside the unit to coordinate in handling incidents and overcoming damage caused by natural disasters.
In addition, units affected or damaged by storms and storm circulation must update reports and complete data on SMIS software before 07:00, 13:00 and 19:00 every day. Units in disaster areas without incidents or damage do not need to report. Leaders of Corporations and units are responsible for the accuracy and timeliness of reported data.
