Nearly 50% of Vietnamese workers abroad are working in Japan.

Japan continues to be a key market for Vietnamese workers, accounting for nearly half of the total number of workers working abroad. Faced with increasing human resource needs, the two countries are coordinating to implement an Employment Scheme to develop skills to expand career development opportunities for Vietnamese workers.

Japan is working closely with Vietnam to prepare for the implementation of the Employment for Skills Development program, expected to be applied from 2027, replacing the current technical intern trainee program.

This is a new step forward in labor cooperation between the two countries, aiming to create a stable, transparent and comprehensive working environment for foreign workers, especially Vietnamese workers.

Ms. Nguyen Thi Tuyet Nhung, Head of the Asia-Africa Market Department, Department of Overseas Labor Management (Ministry of Home Affairs), said: “Currently, Vietnamese workers in Japan account for nearly 50% of the total number of Vietnamese workers working abroad. This is a clear demonstration of the effective coordination and trust between the two countries in the field of human resources. The new regime will be a step forward to help workers develop comprehensive skills.”

According to information from the Embassy of Japan in Vietnam, the program aims to build a skilled labor model instead of simply supplying human resources as before. Participating workers will have the opportunity to develop their expertise, be guaranteed better rights and working conditions, and at the same time open up long-term work opportunities in Japan in many high-demand fields.

Japanese Deputy Ambassador Ishikawa Isamu affirmed: “Human resource cooperation is one of the important pillars in Japan-Vietnam relations. We will continue to make efforts to create an attractive working environment, helping Japan become a destination of priority choice for Vietnamese workers.”

Upgrading cooperation from the trainee model to a skills development program is an important step for Vietnamese workers to improve their skills, income and position in the international labor market.

Japanese authorities, including the Immigration Services Agency, the Ministry of Justice , and the Ministry of Health, Labor and Welfare, are currently coordinating with the Vietnamese side to update and complete the contents related to the Employment for Skills Development regime, while promoting the process of building a Memorandum of Cooperation (MOC) between the two governments to ensure a legal basis for the implementation of the program in 2027.

In addition, the Japanese side also provided practical information on the upcoming Specific Skills Exam schedule and disseminated new regulations on tuberculosis screening for Vietnamese workers before entry.

The Employment for Skills Development Scheme is expected to replace and upgrade the current skills trainee system, creating a foundation for a more substantial, sustainable and transitional skills development model.
