In the face of recent developments in world petroleum product prices and the implementation of petroleum price management according to the market mechanism under State management, the Ministry of Industry and Trade - Ministry of Finance did not set aside and did not spend the Petroleum Price Stabilization Fund for all products.

Accordingly, from 3:00 p.m. on September 11, the maximum retail price for petroleum products is applied as follows: E5RON92 gasoline is not higher than VND 19,756/liter (down VND 95/liter compared to the current base price), lower than RON95-III gasoline by VND 644/liter; RON95-III gasoline is not higher than VND 20,400/liter (down VND 39/liter compared to the current base price); 180CST 3.5S diesel oil is not higher than VND 15,090/kg (down VND 286/kg compared to the current base price).

In the opposite direction, 0.05S diesel oil is not higher than 18,643 VND/liter (an increase of 170 VND/liter compared to the current base price); kerosene is not higher than 18,368 VND/liter (an increase of 54 VND/liter compared to the current base price).

Thus, since the beginning of the year, domestic gasoline prices have undergone 38 adjustments, of which RON 95 gasoline has increased 21 times, decreased 17 times; diesel oil has increased 19 times, decreased 18 times and remained unchanged once.

The adjustment of retail gasoline prices is decided by key traders and distributors, but cannot be implemented earlier than 3:00 p.m. on September 11, 2025.

The time to apply the new base price will last until the next announcement period of the Ministry of Industry and Trade. Enterprises will adjust prices in accordance with the provisions of the current Decrees and Circulars on the management of petroleum business and the use of the Price Stabilization Fund.

The Ministry of Industry and Trade will continue to coordinate with relevant agencies to inspect and monitor the implementation of regulations on ensuring petroleum supply, and strictly handle violations if detected.

According to the Ministry of Industry and Trade, the world oil market in this management period (from September 4, 2025 to September 10, 2025) is affected by main factors such as: Israel attacks Hamas leadership in Qatar; OPEC+ increases oil production in October 2025; US dollar depreciates; military conflict between Russia and Ukraine continues... The above factors have caused world oil prices to fluctuate up and down depending on each product in recent days.

The average price of finished petroleum products in the world between the price adjustment period of September 4, 2025 and the adjustment period of September 11, 2025 is: 79.218 USD/barrel of RON92 gasoline used to blend E5RON92 gasoline (down 0.492 USD/barrel, equivalent to a decrease of 0.62%); 81.540 USD/barrel of RON95 gasoline (down 0.166 USD/barrel, equivalent to a decrease of 0.20%); 85.630 USD/barrel of kerosene (up 0.336 USD/barrel, equivalent to an increase of 0.39%); 87.644 USD/barrel of 0.05S diesel oil (up 0.990 USD/barrel, equivalent to an increase of 1.14%); 399,768 USD/ton of 180CST 3.5S fuel oil (down 9,816 USD/ton, equivalent to a decrease of 2.40%).
