Three parties - the State, enterprises and training and labor supply facilities - together demonstrate responsibility and join hands to solve the human resource problem for the province's developing industrial park.

Labor shortage

After more than 3 years of construction, Becamex VSIP Binh Dinh Industrial, Urban and Service Park (Becamex VSIP Binh Dinh Industrial Park) is entering a breakthrough phase. Infrastructure is being completed, many secondary projects have started construction, and factories are going into production.

According to the Provincial Economic Zone Management Board, Becamex VSIP Binh Dinh Industrial Park currently has 3 operating enterprises, 2 projects under construction and dozens of investors are surveying. It is forecasted that many new projects will continue to be invested in and built in the near future.

However, along with the growth, the problem of labor shortage is becoming clear. Representatives of KURZ Vietnam Co., Ltd., WGR Industries Co., Ltd., Elite Star Vietnam Co., Ltd. informed: The labor shortage and difficulty in recruiting labor appear in both direct production workers who have been trained, have skills that meet production requirements, technical workers and technicians who have been trained, have practical experience, and even high-quality technical workers, management and operation workers...

The working-age population of the province in general and Canh Vinh commune in particular accounts for a high proportion of the population, but the proportion of trained workers is still low. A part of young, skilled workers choose to go to provinces and cities with more developed industries.

The connection between enterprises and vocational training and labor supply facilities is still limited, and the mechanism for ordering training and labor supply has not been established. Secondary enterprises in Becamex VSIP Binh Dinh Industrial Park have not provided full information of enterprises to training and labor supply centers.

The policies on incentives, benefits, and salary regimes are not attractive compared to those of key industrial provinces, so they have not kept workers attached to the enterprise for a long time. The leaders of the Provincial Economic Zone Management Board said: If the coordination between State management agencies - enterprises - training and labor supply establishments is not soon "activated", the opportunity will pass.

When "3 houses" look in the same direction

After the workshop, the parties agreed: To remove the bottleneck of human resources, it is necessary to form a regular connection mechanism between enterprises and training facilities. Accordingly, Becamex Binh Dinh Joint Stock Company, as the infrastructure investor, will take the lead in building a common recruitment information portal for the entire area, synthesizing the labor needs of enterprises, coordinating with schools and job service centers to organize training programs according to orders.

Enterprises are encouraged to open their doors to students for internships and apprenticeships early, considering them as future human resources. Mr. Pham Van Tuong, Principal of Quy Nhon College of Technology, shared: “Every year, the school sends thousands of students to intern at many enterprises across the country. When enterprises have incentives and mechanisms to retain students after internships, most of them choose to return to work after graduation.

The school hopes that businesses will consider skilled, well-trained workers as valuable assets and have appropriate policies to retain the workforce.

Sharing the same view, Mr. Vu Xuan Phong - Vice Principal in charge of the Central College of Electromechanics, Construction and Agriculture and Forestry - said: "The school is only about 10 km from Becamex VSIP Binh Dinh Industrial Park - a great advantage to strengthen connections, help students conveniently practice, intern and expand job opportunities after graduation.

The close distance also helps the school promptly grasp the needs and update the actual requirements of businesses to adjust the training program accordingly."

In addition, the Department of Home Affairs and the Department of Education and Training will continue to advise the Provincial People's Committee to develop a human resource development strategy for the 2025-2030 period, linking vocational training with the actual needs of industrial zones. Early career orientation for high school students, encouraging vocational training and working locally are considered sustainable solutions.

The Department of Home Affairs directs the Provincial Employment Service Center to regularly organize recruitment connection activities, job counseling, organize job exchanges; support training centers to participate in recruitment connection, labor training, etc.

The Provincial Economic Zone Management Board also requested infrastructure investors to pay attention to investing in cultural and social institutions such as worker housing, community living areas, essential services, etc., creating a stable living environment, contributing to retaining long-term workers and motivating workers to contribute to the business.
