In the period of 2021 - 2023, the Department of Labor, War Invalids and Social Affairs focuses on disseminating and popularizing labor laws, including the Law on Social Insurance and the Law on Employment, to employees and employers in units and enterprises in the province. At the same time, the Provincial Employment Service Center regularly advises and guides unemployed workers to complete unemployment benefit applications accurately, quickly and promptly. There is no harassment or inconvenience for workers who come to resolve unemployment benefits. In the first 9 months of 2023, the whole province has 1,082 people with decisions to receive unemployment benefits. In the period of 2021 - 2023, the Department of Labor, War Invalids and Social Affairs conducted 6 inspections and checks at 40 enterprises and units; the amount of outstanding social insurance, health insurance, and unemployment insurance paid to the social insurance agency during the inspection process is over 190 million VND...

The Department of Health and the Provincial Social Insurance have closely coordinated to promptly resolve existing problems and difficulties in the implementation of health insurance policies, effectively use the health insurance fund, especially resolve problems during the Covid-19 pandemic; at the same time, strengthen inspection and examination to prevent abuse of the health insurance fund. The implementation of health insurance examination and treatment using Citizen Identification Cards, VssID application to replace paper health insurance cards creates favorable conditions for health insurance participants. At the same time, health insurance examination and treatment has been improved in both quality and quantity of services from the provincial to the commune level, implemented to ensure technical requirements according to the technical expertise classification of the Ministry of Health ... Thereby, ensuring full rights to health insurance examination and treatment for people.

Comrade Pham Van Man, Deputy Director of the Department of Health, explained and clarified some contents to the monitoring delegation.

At the working session, the monitoring delegation requested the Department of Labor, War Invalids and Social Affairs to clarify further the reasons why the rate of social insurance participants of working age is not guaranteed compared to the plan assigned by the province; the effectiveness of propaganda work on insurance policies; the work of supporting health insurance cards for poor households, near-poor households, households working in agriculture and forestry... At the same time, it requested to provide more information on the inspection and supervision of the implementation of insurance policies; the number of enterprises that do not participate in insurance for employees, enterprises that are slow to pay, and have outstanding insurance debts...

Along with that, the monitoring delegation requested the Department of Health to clarify the industry's solutions in implementing the target of universal health insurance coverage. At the same time, it requested a specific assessment of the implementation of health insurance examination and treatment at medical examination and treatment facilities; improving the quality of health examination and treatment to reassure insurance participants; the management and use of health insurance funds, preventing abuse and profiteering of health insurance funds; the bidding for drugs in health insurance examination and treatment...

On behalf of the monitoring delegation, comrade Nguyen Quang Lam, Head of the Culture - Society Committee, Provincial People's Council, gave a general assessment of the results achieved by the two units in implementing the provisions of the law on social insurance, health insurance, and unemployment insurance policies; at the same time, pointed out a number of existing issues and limitations that need to be overcome.
