Hanoi: Start testing to reissue expired car driving licenses

The Traffic Police Department - Hanoi City Police continues to carry out testing and issuance of road motor vehicle driving licenses, including cases where car driving licenses have expired according to regulations.

According to information from the Traffic Police Department, on July 10, at the Testing Center - Maritime Trading and Transport Joint Stock Company, the car driving license testing was organized seriously and in accordance with the process. A total of 121 candidates participated, including 77 new test takers, 34 re-test takers and 10 test cases to re-issue driving licenses due to expiration. As a result, 73 candidates met the requirements (accounting for 61.9%), 45 candidates failed (38.1%).

On the same day, at the Testing Center of the Transport Corporation, the A1 driving license test was held for 388 candidates. There were 321 test takers, 67 absent. Results: 209 candidates passed the test (65.1%), 112 failed (34.9%).

In parallel with the testing work, the unit received 838 applications for granting and exchanging driving licenses, of which 430 were received directly (including 216 applications at the Traffic Police Department, 214 applications at the commune level), and 408 applications were made via online public services.

According to Circular No. 12/2025/TT-BCA dated February 28, 2025 of the Ministry of Public Security regulating the testing, issuance of driving licenses; issuance and use of international driving licenses, people whose car driving licenses have expired will have to re-take the test to be re-issued a driving license. In case the driving license has expired for less than one year from the date of expiration, a theoretical test must be taken. In case the license has expired for one year or more, a theoretical test and practical driving test in the form and on the road must be taken.

The Traffic Police Department has issued a notice instructing people to register for a test of legal knowledge on road traffic order and safety to restore their driving license points. Accordingly, people need to prepare a complete application including: Application form No. 01 (Appendix issued with Circular No. 65/2024/TT-BCA), a valid health certificate issued by a competent medical facility.

The application is submitted directly at the headquarters of the Road Motor Vehicle Driving License Examination Team - Traffic Police Department (No. 2 Phung Hung, Ha Dong Ward).
