This area was previously assigned by the State to Vinh Thinh Cooperative for members to grow vegetables and raise fish. In 2010, the State reclaimed this area and reserved a part for the project to build the Minh Khai - Vinh Tuy - Yen Duyen route.

Through inspection and screening in the area around the lake adjacent to lane 622 Minh Khai street, Vinh Tuy ward, the authorities discovered that a number of households and individuals arbitrarily installed canopies, awnings, tables, chairs, platforms, ramps, and other items, occupying sidewalks and streets, violating urban order and environmental sanitation, and damaging the urban landscape. In particular, there were cases of arbitrarily setting up temporary tents at the end of lane 622 Minh Khai (adjacent to "Uncle Ho's Fish Pond").

Mr. Nguyen Van Hung (68 years old, Party Secretary of Residential Area 34, Vinh Tuy Ward, Hanoi) said: Starting in 2010, Hai Ba Trung District had the project "Uncle Ho's Fish Pond" here. At that time, this land was still abandoned, no project had been implemented. After that, people around the area started growing vegetables and raising chickens to increase production. Some people saw the abandoned land as a waste, so they built a shed to watch over cars.

To ensure urban order and environmental sanitation in the ward, the Ward People's Committee has issued a notice and requested these households and individuals to voluntarily dismantle platforms, canopies, and awnings, and clean up encroaching objects that violate urban order and spoil the urban landscape...

According to Mr. Bui Thanh Hai (Head of Economic , Infrastructure and Urban Department of Vinh Tuy Ward), currently Vinh Tuy Ward People's Committee is clearing the area around "Uncle Ho's Fish Pond" and dividing it into many phases.

"In the first phase, thanks to the participation of the ward and residential groups, and the support of the people, we successfully organized the clearance and built the entrance as well as beautified the landscape of "Uncle Ho's Fish Pond" (on the side adjacent to Duong Van Be Street). In the second phase, we also initially organized the clearance and landscape creation of the area of lane 622 Minh Khai Street and also received the cooperation of the people", Mr. Hai shared.

Before organizing the clearance on September 29, Vinh Tuy Ward coordinated with the residential group and residential area to notify each household in accordance with regulations. During this phase, the ward proceeded to clear the temporary shacks that people had leveled and built themselves. During the propaganda and mobilization process, 10/11 households voluntarily dismantled the illegal constructions. After that, the remaining households also voluntarily dismantled and were supported by the government in the clearance and cleaning work to create an open space. On that basis, the ward will invest in ensuring connectivity for the "Uncle Ho's Fish Pond" area.

Ms. Duong Thi Muong (68 years old) is both a member of Vinh Thanh Cooperative and a resident at the end of Lane 622 (Vinh Tuy Ward, Hanoi) and must dismantle temporary structures during this period. Ms. Muong said: "The encroachment is real and we will strictly comply with the dismantling and clearance according to the ward's regulations. However, we hope that the ward government will implement it fairly and seriously. We have voluntarily dismantled, so households that have used and encroached on the land like us must also dismantle like us. Any house that violates the law must be demolished!"

The policy of Vinh Tuy Ward People's Committee has received the approval of many households and individuals living here. They have dismantled their tents, temporary houses, and collected all their personal belongings. In the coming time, the local government will continue to clear this area to return the land to the area.

With a total area of over 30,000 m2, after completing the demolition, the location of "Uncle Ho's Fish Pond" area will be the infrastructure connection point with neighboring urban areas, creating a new landscape and urban development appearance for Vinh Tuy ward.
