Hanoi forms cultural industrial centers

The Hanoi People's Committee has just planned to implement Resolution No. 24/2025/NQ-HDND dated July 10, 2025 of the City People's Council regulating the organization and operation of cultural industry centers in Hanoi.

According to the plan, by 2025, the city will form 1-2 existing cultural industry development centers with advantages and potential in terms of location, cultural space, and heritage resources; attract socialized investment, and apply the public-private partnership (PPP) model.

In 2026, the city will prioritize investment in developing infrastructure, landscape, conditions for business culture, security, order, food safety and hygiene, fire prevention and fighting, and environmental protection in cultural industrial centers; forming 2-3 specialized and multi-disciplinary cultural industrial centers, focusing on developing cultural industries in advantageous fields such as: Design, fine arts, performing arts, handicrafts, advertising, television and radio...

By 2030, the Hanoi Cultural Industry Center aims to organize creative incubation activities, connect domestically and internationally, promote the development of cultural industries; form 10 cultural industry centers according to the provisions of the Capital Law and Resolution No. 24/2025/NQ-HDND of the City People's Council.

Regarding the vision to 2045, the city will build a new and form a modern cultural industrial center of the scale of the Capital on the river banks and floating beaches of the Red River in accordance with the Capital's planning, the Capital's general planning, flood prevention and control planning, and dike planning; forming a cultural industrial ecosystem connected by common digital platforms, becoming a resource to promote the development of the Capital's cultural industry.

To complete these goals, the city will focus on propaganda work, promoting the formation of cultural industry centers in the city; training and fostering quality human resources in cultural industries... Along with that are tasks and solutions to support and deploy the organization and operation of cultural industry centers.

The City People's Committee assigned the Department of Culture and Sports as the standing agency, guiding the dossiers and procedures for establishing cultural industry centers; proposing preferential policies, investment support, organizing the above activities; developing international cooperation programs, simplifying administrative procedures; receiving and appraising dossiers of support policies for cultural industry centers.

The Departments of Finance, Construction, Planning - Architecture, Science and Technology, Tourism, Industry and Trade... are responsible for coordinating capital allocation, land fund, infrastructure renovation, supporting investment procedures; participating in promoting innovation, promoting and developing OCOP products and craft villages associated with culture.

People's Committees of communes and wards proactively propose locations and develop local plans to develop cultural industrial centers.
