Hanoi builds typical commercial and cultural areas

The Hanoi People's Committee has just planned to implement Resolution No. 25/2025/NQ-HDND dated July 10, 2025 of the City People's Council on commercial and cultural development zones in Hanoi.

Accordingly, based on the resolution of the City People's Council, in 2025, the city will focus on developing plans, documents, and specific policy mechanisms for implementation; at the same time, approve and deploy 1-2 commercial and cultural development zones in neighborhoods, streets, craft villages, and existing rural residential areas with advantages and potential in terms of commercial location, cultural space, and heritage resources.

In 2026, the city will put into operation commercial and cultural development zones, complete technical infrastructure and landscape, ensure environmental conditions, security, food safety, promote creative ecosystem in cultural industries in this area; at the same time, increase attraction of socialized investment, encourage the application of public-private partnership (PPP) model in management and exploitation.

By 2030, the city aims to organize domestic and international connection activities; 50% of businesses in the region will be creative cultural businesses; 5-6 quality commercial and cultural areas will be formed, representing each region, mobilizing social resources for investment in developing commercial, cultural, tourism activities, preserving and promoting cultural heritage values.

Regarding the vision to 2045, the city will form large-scale commercial and cultural development zones, covering all fields and cultural industries; which is the premise for building Hanoi with a high standard of living and quality of life; comprehensive, unique, harmonious and sustainable economic , cultural and social development; becoming a globally connected, cultured, civilized, modern and creative city, on par with the leading capitals and cities in the region.

The Department of Culture and Sports is assigned as the standing agency, presiding over the implementation of this plan; presiding over communications, producing publications, films... introducing activities of commercial and cultural development zones to introduce in the UNESCO creative cities system.

The Department of Culture and Sports prioritizes the preparation of dossiers for ranking relics and dossiers of intangible cultural heritages proposed for inclusion in the list of national intangible cultural heritages; guides the order and procedures for dossiers on restoration and embellishment of relics; simplifies administrative procedures for licensing art performances, exhibitions, advertisements, and press conferences; prioritizes the organization of cultural, artistic, and sports events in the city; promotes international cooperation activities in the field of cultural industries, and connects creative activities in the UNESCO creative cities system.
