Hanoi controls power well when implementing urban government pilot

This is the content of the speech of the Hanoi People's Council sent to the National Conference to summarize the work of the People's Councils of provinces and centrally-run cities in 2023 and deploy the work plan for 2024 taking place on March 25 in Hanoi.

Affirming the role of the People's Council in the government apparatus

According to the Standing Committee of the Hanoi People's Council, to control State power over the government apparatus at all levels, the Hanoi People's Council has consulted and developed solutions to improve the capacity, effectiveness and efficiency of the Hanoi People's Councils at all levels.

Implementing Resolution No. 97/2019/QH14 dated November 28, 2019 of the National Assembly on piloting the organization of the urban government model in Hanoi, from the beginning of the 2021-2026 term, the Party Delegation and the Standing Committee of the Hanoi People's Council have advised the Standing Committee of the City Party Committee to issue Project No. 15-DA/TU on "Improving the capacity, effectiveness and efficiency of the People's Councils at all levels in Hanoi for the period 2021-2026 associated with piloting the organization of the urban government model and consolidating rural government in Hanoi". Thereby, it aims to continue to improve the quality and effectiveness of the People's Council's operations, promote the people's mastery, increasingly affirm its position and role in the political system, and actively contribute to the cause of building and developing the Capital.

Delegates from the Central Government and Hanoi City visited the "Exhibition of some images of activities of the People's Councils of provinces and centrally run cities for the 2021-2026 term" within the framework of the National Conference to review the activities of the People's Councils of provinces and centrally run cities in 2023 and deploy tasks for 2024.

After more than a year of implementing Project No. 15/DA-TU of the Standing Committee of the City Party Committee, the goals and targets of the Project have been implemented by the People's Councils at all levels with great efforts, basically completed and initially had clear changes.

The delegations of the City People's Council and the People's Councils of districts and towns (without organizing the People's Councils of wards) have proactively performed the tasks within their authority, while strengthening supervision, expanding voter contact activities, receiving citizens, and direct dialogue to ensure the representative role of the people in the conditions of implementing the urban government model according to Resolution No. 97/2019/QH14 of the National Assembly .

The People's Councils of districts, communes and towns continue to innovate and improve the quality of their meetings, questioning, explaining and supervising activities; strengthen the synthesis, monitoring and urging of the implementation of resolutions, conclusions and recommendations to ensure the improvement of the effectiveness and efficiency of supervision activities. The role of the People's Council in the local government apparatus continues to be affirmed and improved.

Continuously innovate monitoring activities

The City People's Council also performs the role of controlling State power through perfecting the system of legal documents and promulgating mechanisms and policies within its authority.

Regarding supervisory activities, the People's Council, the Standing Committee of the People's Council, the People's Council Committees, and the City People's Council Delegation Groups have been carried out methodically, practically, and effectively on the basis of compliance with the provisions of the Law on Supervisory Activities of the National Assembly and People's Councils and the guidance in Resolution No. 594/NQ-UBTVQH15 of the National Assembly Standing Committee; along with creative and flexible application suitable to the practical situation and characteristics of Hanoi City.

In addition, the People's Council also exercises power control through activities of contacting voters, receiving citizens, urging the settlement of citizens' complaints and denunciations, and the results of resolving voters' petitions. In the conditions of piloting the urban government model, in places where the People's Council of wards is not organized, the Standing Committee of the City People's Council directs the People's Council Committees, the Delegation Groups, and the City and District People's Council delegates to maintain the reception of opinions and petitions from voters and people; prominent information on press agencies, public opinion related to policies, direction and administration of all levels of government, pressing people's issues, etc.

Thereby, all opinions and recommendations of voters have been fully compiled, sent to the City People's Committee and competent authorities for reporting, responding and resolving specifically; considered and transferred into contents serving the questioning, explanation and supervision of the City People's Council. At the same time, synthesized into a database to serve the activities of meetings, voter contacts, examination and supervision according to authority, ensuring the proper role of representing the interests and will of voters and people in the area.

The question and answer session of the Standing Committee of the City People's Council on the implementation of mechanisms and policies for agricultural development in Hanoi took place in May 2023.

It is necessary to handle individuals and organizations that do not comply with monitoring requests and recommendations.

In order for the People's Council to better exercise control over State power over the government apparatus at all levels, the Hanoi People's Council recommends that there should continue to be more specific and clear regulations on organizational structure, duties, powers and conditions to ensure the People's Council operates effectively and efficiently.

Specifically, the Hanoi People's Council proposed that the National Assembly and the National Assembly Standing Committee consider strengthening the tasks and powers of the People's Council and especially the Standing Committee of the Hanoi People's Council in the Law on the Capital (amended). Accordingly, in addition to the tasks and powers stipulated in the Law on Organization of Local Government, during the time the People's Council is not in session, the People's Council assigns the Standing Committee of the People's Council to perform a number of tasks related to deciding on measures to resolve urgent and unexpected matters, deciding on policies and adjusting investment policies for public investment projects and deciding on specific support based on annual budget estimates...

At the same time, to comply with the operational requirements, the City People's Council requests the National Assembly to pay attention to and assign the City People's Council to decide on the number, tasks, and powers of full-time delegates, the functions and tasks of the specialized units at the City People's Council Committees, and measures to innovate operations, ensuring substance, effectiveness, and efficiency.

The City People's Council also proposed to supplement the Law on Supervision Activities of the National Assembly and People's Councils with provisions on the People's Councils and the Standing Committees of People's Councils at higher levels to supervise the People's Councils and the Standing Committees of People's Councils at lower levels in performing their tasks and powers as prescribed by law. At the same time, it is necessary to supplement more specific provisions on the People's Councils and the Standing Committees of People's Councils supervising the promulgation of legal documents by agencies; and regulations on the mechanism for handling documents with signs of illegality by subjects through supervision activities.

To more clearly affirm the role and enhance the effectiveness of the People's Council's control of State power over the government apparatus at all levels, the Hanoi People's Council proposed that the National Assembly and the National Assembly Standing Committee study and supplement regulations and sanctions for individuals and organizations that intentionally do not implement, do not fully implement, or prolong the implementation of the requests and recommendations of the People's Council's Supervisory Delegations in the Law on Supervisory Activities of the National Assembly and People's Councils and regulations related to the activities of the People's Council.
