On September 29 and 30, Vice Chairman of the National Assembly Tran Quang Phuong had meetings with President of the Japanese House of Councillors Sekiguchi Masakazu and Speaker of the Japanese House of Representatives Nukaga Fukushiro; held talks with Vice President of the Japanese House of Councillors Fukuyama Tetsuro and Vice Speaker of the Japanese House of Representatives Genba Koichiro; met with President of the Japan-Vietnam Friendship Parliamentary Alliance Obuchi Yuko, Honorary Advisor of the Japan-Vietnam Friendship Parliamentary Alliance Nikai Toshihiro and Vice President of the Japan-Vietnam Friendship Parliamentary Alliance Yoichiro Aoyagi.
At the meetings with Senate President Sekiguchi and Japanese President Nukaga, Vice President of the National Assembly Tran Quang Phuong conveyed his regards and in turn conveyed a letter from National Assembly Chairman Tran Thanh Man thanking Senate President Sekiguchi and House of Representatives Speaker Nugaka for sending congratulatory letters on the occasion of the 80th anniversary of the National Day of the Socialist Republic of Vietnam. The Vice President of the National Assembly expressed his delight at the strong and comprehensive development of the Vietnam - Japan Comprehensive Strategic Partnership and the progress in cooperation between the Vietnamese National Assembly and the House of Councilors of Japan on the basis of the Cooperation Agreement signed by the two sides on the occasion of National Assembly Chairman Tran Thanh Man's official visit to Japan in December 2024; affirming that parliamentary cooperation is an important channel, contributing to strengthening political trust, promoting people-to-people exchange, and expanding cooperation between the two countries in many fields.

Vice Chairman of the National Assembly Tran Quang Phuong highly appreciated and thanked Japan for its contributions to Vietnam's socio-economic development through official development assistance (ODA) and foreign direct investment (FDI) cooperation projects over the past 30 years; proposed that Japan create favorable conditions, simplify procedures and move towards visa exemption for Vietnamese citizens entering Japan to promote people-to-people exchange; strengthen substantive and effective cooperation between localities of the two countries through investment, labor, tourism, trade, cultural exchange cooperation, etc.
Vice President Tran Quang Phuong congratulated Japan on successfully hosting and organizing the EXPO 2025 Osaka, Kansai exhibition, and thanked the Japanese Government for creating favorable conditions for Vietnam to successfully participate in this event.
Senate President Sekiguchi expressed condolences for the losses and damages caused to Vietnam by the recent storm Bualoi (storm No. 10); congratulated Vietnam on the 80th anniversary of its National Day and the successful organization of the Vietnam National Day event at EXPO 2025 Osaka, Kansai in early September 2025. Agreeing with the proposal of the Vice President of the National Assembly, the Japanese Senate President affirmed that he will make every effort to further promote the Vietnam-Japan cooperation relationship in all fields.
Speaker of the House of Representatives Nukaga congratulated Vietnam on the occasion of the 80th anniversary of National Day and the success of the Vietnam National Day in early September 2025 within the framework of the EXPO 2025 event, and thanked Vice Chairman of the National Assembly Tran Quang Phuong for taking the time to visit localities in Japan, especially for laying a wreath in memory of the atomic bomb victims in Hiroshima city on September 27.

On this occasion, Vice Chairman of the National Assembly Tran Quang Phuong conveyed to Chairman of the Senate Sekiguchi and Chairman of the House of Representatives Nukaga the invitation of Chairman of the National Assembly Tran Thanh Man to visit Vietnam.
During the talks with Vice President of the Upper House Fukuyama Tetsuro and Vice President of the House of Representatives Genba Koichiro, the two sides agreed to support strengthening substantive cooperation between the two countries through promoting the concretization of agreements and commitments between the two countries' senior leaders. The two sides also agreed that local cooperation is an important channel to substantiate the relationship between the two countries.
At the headquarters of the Japanese House of Representatives, Vice President Tran Quang Phuong met with President Obuchi and the Executive Board of the Japan-Vietnam Friendship Parliamentary Alliance. The two sides agreed to assess the strong development of the Vietnam-Japan Comprehensive Strategic Partnership in recent times; believing that the relationship between the two countries still has much potential and will continue to develop further in the future.
* As part of local activities from September 25-27, Vice Chairman of the National Assembly Tran Quang Phuong visited Fukuoka and Oita provinces and met with governors and chairmen of the parliamentary councils of these localities.

At the meeting with Governor of Oita Prefecture Sato Kiichiro and Chairman of the Oita Prefectural Assembly Shima Koichi, Vice President of the National Assembly Tran Quang Phuong informed about the development priorities and strengths of Da Nang City and Quang Ngai Province, and requested the Governor and Chairman of the Oita Prefectural Assembly to pay attention to promoting delegation exchanges through government and parliamentary channels, promoting cooperation between Oita Prefecture and localities of Vietnam in many fields; implementing the Memorandum of Understanding between Oita Prefecture and Quang Ngai Province not only in the field of human resources, but also in the field of hot spring tourism and mud baths - areas where the two provinces have strengths.
The leaders of Oita Prefecture affirmed that they highly value and wish to promote cooperation with Vietnam in the fields of economics, trade, investment, labor and tourism, as well as in other potential areas such as agricultural, forestry and fishery processing. Governor of Oita Prefecture Sato Kiichiro highly appreciated the community of 3,700 Vietnamese people in the province for their many positive contributions, being an indispensable and inseparable force in the socio-economic development of Oita Prefecture. The Governor and Chairman of the Oita Prefectural Assembly expressed their wish to visit Vietnam soon in the near future.
In Fukuoka Prefecture, Vice Chairman of the National Assembly Tran Quang Phuong met with Governor of Fukuoka Prefecture Hattori Seitaro and Chairman of the Fukuoka Prefectural Council Kurauchi Isao. Vice Chairman of the National Assembly Tran Quang Phuong suggested that Fukuoka Prefecture increase sharing of Japan's experience in legislation, two-level government administration, and digital transformation in the province. On this occasion, the Vice Chairman of the National Assembly invited the Governor of Fukuoka Prefecture to lead a delegation of provincial businesses to visit Vietnam and attend the first Vietnam-Japan Local Cooperation Forum in November 2025 in Quang Ninh, and invited the Chairman of the Fukuoka Prefectural Council and the Chairman of the Vietnam-Japan Friendship Parliamentary Alliance of Fukuoka Prefecture to visit Vietnam soon.
Governor Seitaro informed the Vice President of the National Assembly about the progress of cooperation between Fukuoka Prefecture and Vietnam in recent times, emphasizing the close cooperation with Hanoi City in the fields of youth exchange, waste treatment, environment, etc.; affirming that Fukuoka Prefecture attaches special importance to expanding Japanese language training and cooperation and exchange with Vietnam. Governor Seitaro highly appreciated the positive contributions of the community of more than 23,000 Vietnamese people in Fukuoka Prefecture, affirming that Fukuoka Prefecture always strives to create a favorable, safe and secure environment for foreigners, including Vietnamese people living in Japan.
Vice Chairman of the National Assembly Tran Quang Phuong also took the time to meet with officials and staff of the Vietnamese Consulate General in Fukuoka and representatives of the Vietnamese community leaders in the Kyushu, Okinawa and Central-South Japan regions. Chairman of the Vietnamese Association in Fukuoka, Mr. Nguyen Duy Anh, thanked the Party, State and National Assembly for their attention, expressed his hope for policies to create more favorable conditions for Vietnamese citizens abroad; and reported to the Vice Chairman of the National Assembly about his wishes and plans to strengthen and expand Vietnamese language teaching in Japan in the coming time.

During the visit, Vice Chairman of the National Assembly Tran Quang Phuong and the high-ranking delegation of the Vietnamese National Assembly had a working session with the staff of the Vietnamese Embassy in Japan. At the meeting, the Vice Chairman of the National Assembly listened to the report of the Vietnamese Ambassador to Japan Pham Quang Hieu on the results of the Embassy's work in the past time, and at the same time raised a number of recommendations. At the end of the meeting, Vice Chairman of the National Assembly Tran Quang Phuong gave instructions to further improve the positive results that the Vietnamese Embassy in Japan has achieved in the past time.
