Hanoi improves the capacity of legal propagandists in ethnic and mountainous areas

The Hanoi People's Committee has just planned to implement the Project "Improving the capacity of legal propagandists to disseminate and educate the law in ethnic minority and mountainous areas in the period of 2025-2030" in Hanoi when implementing the two-level local government model from July 1, 2025.

Accordingly, the subjects participating in the project include: Legal propaganda teams in ethnic minority and mountainous areas; individuals mobilized and invited to participate in disseminating legal education in ethnic minority and mountainous areas, and relevant organizations and individuals.

The above project is implemented in 4 communes with a large number of ethnic minorities and mountainous areas including: Ba Vi, Suoi Hai, Yen Bai, Yen Xuan from July 2025 to 2030.

The project is implemented in 2 phases. Phase 1 (2025): Strengthening the team of legal propagandists in ethnic minority and mountainous areas; each village has at least 1 legal propagandist who is an ethnic minority or knows the ethnic minority language; ensuring that 100% of legal propagandists in ethnic minority and mountainous areas are provided with legal information and documents; ensuring that at least 70% of legal propagandists in this area are trained and fostered in legal knowledge and skills to disseminate legal education appropriate to the target audience, field, and area.

Phase 2 (from 2026 to 2030): By the end of 2030, the number of legal propagandists in ethnic minority and mountainous areas who are trained and educated in ethnic minority languages appropriate to the local language will increase by at least 50% compared to Phase 1; each village will have at least 2 legal propagandists who are ethnic minorities or know ethnic minority languages; ensuring that 100% of legal propagandists in ethnic minority and mountainous areas are trained and educated in legal knowledge and legal dissemination and education skills appropriate to the target audience, field, and locality.

The City People's Committee assigned the Department of Ethnic Minorities and Religions to preside over and coordinate with the Department of Justice and relevant agencies and units to organize the implementation of assigned tasks.

The People's Committees of Ba Vi, Suoi Hai, Yen Bai, and Yen Xuan communes direct, guide, and implement the above tasks locally; arrange human resources and facilities for the implementation of the plan's tasks.
