Hanoi deploys propaganda work for the 18th City Party Congress

On September 15, Vice Chairman of Hanoi People's Committee Truong Viet Dung signed and issued Official Dispatch No. 5096/UBND-KGVX on the implementation of Plan No. 349-KH/TU dated July 8, 2025 of the Hanoi Party Committee related to propaganda work for Party Congresses at all levels, the 18th City Party Congress and the 14th National Party Congress.

According to the document, the goal is to strengthen extensive propaganda, raise awareness and political ideology, create unity of action within the entire Party, political system and high consensus in society to successfully organize the congresses. The City People's Committee requested the Propaganda Department, the City Party Committee's Mass Mobilization Department, the City Vietnam Fatherland Front Committee and other agencies and units to synchronously deploy the assigned contents.

The Propaganda Department and the Mass Mobilization Department of the City Party Committee are responsible for directing and orienting information and propaganda work on the propaganda system and mass media of the City; posting news and articles on the City Party Committee's electronic information page and the "Internal Information" newsletter. At the same time, coordinate in reviewing and approving the content and design of visual propaganda.

The City's Vietnam Fatherland Front Committee coordinated the implementation of propaganda and mobilization work for union members, association members and people of all walks of life to participate in responding to emulation movements to welcome the Party Congresses at all levels, the 18th City Party Congress and the 14th National Party Congress.

The Department of Culture and Sports takes the lead in implementing visual propaganda activities, organizing cultural, artistic, physical education and sports programs; developing scripts, organizing special art programs; exhibiting books, newspapers, photos, documentaries, introducing images of the capital, the country, people and achievements through the congresses.

The City's press agencies are required to develop columns, topics, open forums for discussion, reflect people's opinions, publish draft documents of the Congress and publish comments from cadres, party members and people of all walks of life. At the same time, focus on news, articles, interviews, and video clips reflecting the spirit of innovation, major policies and orientations stated in the draft documents; publish congratulatory telegrams and letters from parties and international organizations; and fight against false information, apply new technology, and disseminate multi-platform propaganda.

The City People's Committee Office manages international reporters, directs the Center for Communications, Data and Digital Technology to create news, articles, update and disseminate information about the welcoming activities, preparations and results of the Congress on the City's Electronic Information Portal and digital platforms such as the fanpage "Hanoi - Vietnam", Zalo, Youtube. The work of ensuring information security on the City's Electronic Information Portal is required to be strictly implemented.

The City Police protect network security and prevent malicious information; the City Public Administration Service Center promotes on the iHanoi application (Digital Capital Citizen); the Department of Science and Technology sets up technology and telecommunications infrastructure to serve the Congress.

Propaganda work is divided into two peak periods, before, during and after the 18th City Party Congress (September - October 2025, peak from October 5 to October 31, 2025) and throughout the process of organizing the 14th Party Congress.
