Hanoi implements Resolution to attract strategic investors

On August 20, the Hanoi People's Committee issued Official Dispatch No. 4697/UBND-KT on implementing Resolution No. 17/2025/NQ-HDND on attracting strategic investors.

Pursuant to Resolution No. 17/2025/NQ-HDND dated July 9, 2025 of the City People's Council regulating the attraction of strategic investors and related legal regulations, the City People's Committee requests the Department of Finance to preside over the review and development of a list of projects to attract strategic investors according to the Law on the Capital and Resolution 17/2025/NQ-HDND mentioned above.

Develop procedures, information disclosure forms, and procedures for selecting strategic investors; monitor and evaluate the effectiveness of commitment implementation. Coordinate the development of investment incentive mechanisms, focusing on strong incentives for R&D projects, technology transfer, and high-tech human resource training.

The City's High-Tech Parks and Industrial Parks Management Board takes the lead in attracting strategic investors in high-tech parks and industrial parks. Announces a list of priority projects, capacity requirements, experience, and conditions for determining strategic investors. Receives and examines dossiers, selects investors, and handles investment procedures.

Hanoi City Tax guides and implements investment incentive policies for strategic investors. Inspects and supervises the implementation of tax incentives and handles problems.

The Customs Branch of Region I implements preferential customs procedures for projects of strategic investors according to the Capital Law. Create favorable conditions for quick and transparent customs clearance.

Departments, branches, People's Committees of communes and wards review and propose projects in priority sectors and fields according to Resolution 17/2025/NQ-HDND. Perform related tasks in attracting, implementing, and post-investment management of projects to attract strategic investors.
