Hanoi "reaches the finish line" early in achieving its poverty reduction goal

Kinhtedothi-With many positive solutions, Hanoi has achieved the poverty reduction target 1 year ahead of schedule for the 2022-2025 period, currently there are no poor households (according to the city's standards). This shows that the Program 08-CTr/TU of the Hanoi Party Committee affirms its correctness and profound humanistic meaning.

There are no more poor households, near-poor households account for 0.43% of households.

According to the report of the Steering Committee of Program 08-CTr/TU of the Hanoi Party Committee on "Developing the social security system, improving social welfare and quality of life of the Capital's people in the period of 2021-2025" (Program), after 4 years of implementing the Program, social policies have been fully, promptly and effectively implemented. The material and spiritual life of the people has been increasingly improved.

Notably, the implementation of the National Target Program on Poverty Reduction for the period 2021 - 2025 and the poverty reduction work of Hanoi City for the period 2022 - 2025 has achieved outstanding results. In 2022, the whole city reduced 1,582 poor households, the poverty rate at the end of the year was 0.095% . In 2023, 1,456 poor households were reduced, the poverty rate was 0.03%. With synchronous solutions and the city's strong leadership, by the end of 2024, Hanoi City had no more poor households, the number of near-poor households was reduced to 9,928 households (accounting for 0.43% of the total number of households), completing ahead of schedule, exceeding 182% of the assigned target. Thus, the poverty reduction target was reached 1 year ahead of schedule for the period 2022 - 2025.

Mobilizing social resources well

To achieve these results, localities and units have had creative and flexible ways of working according to the actual situation. Sharing experiences in mobilizing social resources to implement the National Target Program on Poverty Reduction for the period 2022-2025 in the area, Chairman of the People's Committee of Ba Vi district Do Manh Hung said that in 2022, there were still 436 poor households and 1,424 near-poor households in the district; by the end of 2024, Ba Vi district no longer had poor households according to the new standards, currently the whole district still had 945 near-poor households (accounting for 1.27%).

To achieve that result, in addition to effectively implementing the programs and policies to support poverty reduction of the Central Government and the city, Ba Vi district has focused on doing a good job of propaganda, advocacy, and mobilizing social resources for poverty reduction. In particular, mobilizing the wide participation of all social classes to support and assist poverty reduction in the district through campaigns and movements of the Fatherland Front and socio- political organizations.

In addition, the district has organized fundraising and support events with the participation of many philanthropists, businessmen, enterprises, individuals, and organizations inside and outside the district to join hands to support poor and near-poor households in building and repairing houses. In the period of 2022-2024, the Fund for the Poor at district and commune levels in the district has received 14.11 billion VND.

Based on capital sources from socialization, the district has directed the effective use of socialized resources in accordance with regulations; in the 3 years from 2022-2024, the whole district has built and repaired 397 houses and built 56 new sanitary facilities, with a total amount of 24.7 billion VND for poor households, near-poor households, and households in difficult circumstances; supported social insurance payments, gave gifts... to poor households with an amount of 2 billion VND.

The Chairman of the People's Committee of Ba Vi district said that the experience in mobilizing social resources is to promote the leadership and direction of Party committees and organizations at all levels in implementing the tasks of localities and units, in which, promoting the role of Party cell secretaries and deputy secretaries in villages and residential groups in propaganda work, mobilizing organizations, households and individuals at the grassroots level to support and donate to poverty reduction work.

Focus on promoting mass mobilization work, focusing on the grassroots; creating consensus in society, businesses, organizations, and individuals inside and outside the district. In particular, "in implementing policies and regimes for beneficiaries, it is necessary to ensure publicity, transparency, fairness, and absolutely not to take advantage of policies" - Chairman of Ba Vi District People's Committee stated.

Focus on supporting livelihoods for poor and near- poor households

In Soc Son district, over the past time, it has supported more than 1,100 poor households, near-poor households, and households that have just escaped poverty to borrow capital to support production and economic development with a total amount of over 44 billion VND. It has supported breeding cows for 165 poor households, near-poor households, and households in difficult circumstances with a total cost of over 2.8 billion VND. It has focused on supporting households with plant and animal varieties, and supporting them to participate in production models for economic development.

The results of the district's poverty reduction program for the 2020-2025 period have met and exceeded the set plan targets. At the beginning of 2022, the whole district had 413 poor households and 1,753 near-poor households according to the multidimensional poverty standard for the 2021-2025 period. After 3 years of implementation, there are now no more poor households in the district, and 451 near-poor households (0.5%).

To synchronously and effectively implement policies and solutions for rapid and sustainable poverty reduction, Soc Son district has focused on raising awareness and responsibility of all levels, sectors, communes and towns in implementing the poverty reduction program.

At the same time, synchronously and effectively implement policies and solutions for sustainable poverty reduction such as: implementing policies to support production, vocational training, job creation, and support loans for production development in accordance with the actual conditions of the locality and households; promptly implementing policies to ensure social security and support policies for poor and near-poor households; mobilizing resources to support the construction and repair of houses for poor and near-poor households and households in difficult circumstances...

During the implementation process, the district always pays attention to implementing livelihood support models for poor households, near-poor households, newly escaped poverty households, and households in difficult circumstances in the area so that households can change their careers, develop production, have jobs and gradually improve their lives and income, creating new opportunities for the poor.

 

Speaking at the Conference summarizing Program No. 08-CTr/TU of the City Party Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan, Head of the Program Steering Committee requested members of the Program Steering Committee; departments, branches, districts, towns to continue to be responsible, closely follow the policies and directions of the Central Government and the City to implement tasks. In which, continue to perform well the key task of poverty reduction.

Hanoi currently has no poor households (according to Hanoi standards), but there are still 9,928 near-poor households. If we do not do well, it could lead to poverty again. "We are never satisfied with the results we have achieved. If we have done well, we must do better" - Head of the Steering Committee of Program 08-CTr/TU emphasized.
