Hanoi: Identifying key areas to combat smuggling and counterfeit goods

Accordingly, member agencies of the City Steering Committee 389 will strengthen the fight against smuggling, trade fraud and counterfeit goods in the e-commerce environment, domestic areas, and international airports; focusing on items such as drugs, firecrackers, gasoline, gas, alcohol, cigarettes, pharmaceuticals, cosmetics, functional foods, milk, confectionery, soft drinks, household goods, electronic devices, etc.

Continue to identify this as a key, long-term task that must be carried out regularly, continuously, comprehensively, and tirelessly with the motto "6 clear": clear people, clear work, clear time, clear responsibility, clear product, clear authority; assign specific responsibilities to each individual and leader.

The City Steering Committee 389 assigned the Department of Industry and Trade (Standing Agency of the Steering Committee) to closely monitor market developments, promptly synthesize and report to the City People's Committee on fluctuations in the essential goods market, serving production, business and people's lives, while ensuring market stability and supply and demand of goods in the city.

Instruct and inspect the implementation of legal regulations on food safety for alcohol, beer, soft drinks, processed dairy products, vegetable oils, products processed from flour, starch, cakes, jams, candies, food packaging under the management responsibility of the industry and trade sector; food safety for markets, supermarkets, and commercial centers; legal regulations on business activities, circulation of goods, export, import, trade promotion; e-commerce; chemicals; multi-level marketing; competition management; trade defense and protection of consumer rights under authority.

The Market Management Department shall preside over and coordinate with functional forces to strengthen inspection and control of goods circulating in the market; detect and strictly handle violations.

The city police direct professional departments, commune and ward police to proactively grasp the crime situation, perform basic professional work well, identify organizations and individuals suspected of having signs of smuggling, trade fraud, production and trade of counterfeit goods, infringement of intellectual property rights, goods of unknown origin and other violations.

Organize the fight against and destroy smuggling, trade fraud, and counterfeit goods networks and gangs; proactively coordinate with functional agencies such as Customs, Market Management, Tax... in the fight against smuggling, trade fraud, and counterfeit goods.

The Department of Health shall preside over and coordinate with relevant agencies to inspect and control establishments producing and trading in drugs, cosmetics, medicinal herbs, traditional medicines and food under the management of the health sector.

The Department of Agriculture and Environment proactively coordinates with functional forces to strengthen the fight to prevent and repel smuggling, trade fraud, and counterfeit goods in agricultural materials, food safety, forestry, etc.

Hanoi City Tax Department strengthens inspection and control to prevent tax loss for enterprises with signs of high tax risks; prevents the buying and selling of invoices, the use of illegal invoices to legalize smuggled goods and tax evasion; coordinates with relevant authorities to inspect and handle commercial fraud, especially fraud in the e-commerce environment.

The Customs Branch of Region I conducts inspection and supervision of goods and luggage of people exiting and entering the country and means of transport exiting, entering and transiting the country in customs operation areas; prevents and combats smuggling and illegal transportation of goods across the border; organizes the implementation of tax laws on exported and imported goods...

The Chairman of the People's Committee of the commune and ward is a member of the City Steering Committee 389, directing the functional forces to do a good job of managing the area, implementing the review, management, and inspection of law compliance for production and business establishments in the area.

In order to strengthen the City Steering Committee against smuggling, trade fraud and counterfeit goods, the city has also issued the Operating Regulations of the City Steering Committee 389.
