Pursuant to the direction of the Prime Minister , the City People's Committee requests heads of departments, branches, and sectors; Chairmen of People's Committees of communes and wards to enhance their sense of responsibility, direct more strongly and resolutely the work of fire prevention, fighting (PCCC) and rescue (CNCH), absolutely not "entrust" or "outsource" to the police force.

At the same time, promote propaganda, dissemination, and education of laws, fire prevention and rescue skills for the community. Overcome the subjective, negligent, and disregard for fire safety regulations, especially at key projects and important targets.

City departments, branches, sectors, People's Committees of communes and wards must strictly and decisively handle violations and lack of responsibility that lead to serious consequences; ensure fire safety, protect people's lives and property.

Departments and branches shall develop and deploy plans to implement the Law on Fire Prevention and Fighting and Rescue, and guiding documents, ensuring that they are consistent with the actual situation in the locality. Pay special attention to coordination between specialized departments and offices during the transition period; at the same time, guide people and businesses to carry out administrative procedures, ensuring smooth operation.

The City Police improve the effectiveness and efficiency of state management of fire prevention and fighting and search and rescue according to the motto and principle of "pre-inspection to ensure, post-inspection regularly"; propose to continue decentralization and delegation of power to each level in state management; promote reform and cut down administrative procedures to ensure smoothness and transparency in the direction of creating convenience for people and businesses; strictly manage activities related to fire prevention and fighting and search and rescue, conduct inspections and strictly handle violations (if any), and prevent laxity in state management.

The City Police expand international cooperation, share experiences, transfer advanced technology from other countries; move towards research, production, and mastering technology, equipment and means for fire prevention and rescue. Promote the application of digital technology , smart technology, big data, and artificial intelligence to improve fire prevention and rescue capacity.

The People's Committees of communes and wards shall fully perform their state management responsibilities as prescribed; proactively implement the tasks of the Project to enhance capacity and ensure fire safety and rescue for the period up to 2025, with a vision to 2030 of the City People's Committee; in which, focus on developing the fire water supply system in residential areas, adding fire water supply lines, fire hydrants or hydrants for deep alleys; building pumping stations and water tanks for residential areas at risk of fire and explosion.

In addition, communes and wards focus on propaganda, raising awareness and consciousness of fire prevention and fighting and search and rescue for household owners and heads of facilities under fire prevention and fighting management.

When fires, explosions, accidents, and major, complicated incidents occur in the area, the Chairman of the People's Committee at the commune level must be present at the scene to direct the organization and participate in fire fighting and rescue right from the beginning according to his authority, effectively promoting the "4 on-site" motto.
