The North Central Region Greenhouse Gas Emission Reduction Payment Policy (ERPA) implemented in the province has contributed to creating an important additional source of funding to help maintain forest management and protection; support livelihood development, and improve the lives of households, individuals, and communities in the province.

From the money received by ERPA, households have more money to invest in their livelihoods. As for communities, they have funds to build and repair rural roads, village cultural houses, lighting lines, repair village loudspeakers, buy forest fire prevention equipment, install billboards to propagate forest protection and forest fire prevention... thereby, completing many targets in the criteria for building new rural areas.

Ha Tinh is one of six provinces implementing Decree No. 107/2022/ND-CP dated December 28, 2022 on piloting the transfer of emission reduction results and financial management of greenhouse gas emission reduction payment agreements in the North Central region (ERPA Agreement).

For forest owners who are households, individuals, and communities that have not yet made payments, the Provincial Forest Protection and Development Fund regularly urges and provides specific guidance to the Commune People's Committees in reviewing and synthesizing the list of households, individuals, and communities that benefit from ERPA resources in the area, and sending it to the Fund in a timely manner to make disbursements and ensure payments to the right beneficiaries.

Mr. Phan Thanh Tung - Head of Forest Protection and Nature Conservation Department (Ha Tinh Forest Protection Department) said that the potential for selling Carbon credits for Ha Tinh forests is huge. If forest owners enjoy additional payment from this ERPA pilot policy, the future will open up a golden opportunity to help Ha Tinh forest owners in particular and the 6 provinces in the North Central region in general to "live" thanks to forest protection, and even get rich from the forest.

Through reviewing the planned statistics, Ha Tinh has more than 201,700 hectares of natural forest receiving payments from ERPA sources, with 16 forest owners being organizations and 42 commune People's Committees and more than 2,790 forest owners being households, individuals and communities. On that basis, the Vietnam Forest Protection and Development Fund has coordinated about 123 billion VND of greenhouse gas emission payments for forest owners, contributing to helping the locality develop a green economy , bringing in a large source of revenue.

In addition, the Ha Tinh Forest Protection and Development Fund regularly and proactively coordinates with the Department of Finance, the Department of Agriculture and Rural Development, and the Forest Protection Sub-Department in advising, drafting, and commenting on legal documents and directives from higher levels, and providing timely and effective guidance on financial planning for forest owners, organizations, and localities in the province.
