According to the dispatch of the National Civil Defense Steering Committee, at 7:00 a.m. on October 5, the center of storm No. 11 was at about 20.1 degrees north latitude; 111.6 degrees east longitude, in the sea northeast of Hainan Island (China), about 420 km east southeast of Quang Ninh , level 12-13 strength, gust level 16.
It is forecasted that from the night of October 5 to noon on October 6, storm No. 11 will directly affect coastal areas from Quang Ninh to Hung Yen and Lang Son province. Coastal areas will have winds gradually increasing to level 6-7, areas near the storm's eye will have winds of level 8-10, gusting to level 11-12; inland areas in the Northeast, there will be strong winds of level 6, gusting to level 7-8. Particularly, coastal areas in Quang Ninh and Hai Phong may have strong winds of level 9-10, gusting to level 12-13; Hung Yen and Lang Son will have winds of level 6-8, gusting to level 9-10.
To proactively respond to storms and dangerous weather phenomena such as strong winds, thunderstorms, tornadoes, heavy rains and floods, the Head of the National Steering Committee for Civil Defense requested ministries, branches and localities to strictly implement the Prime Minister 's direction in Official Dispatch No. 186/CD-TTg dated October 4, 2025; and at the same time, drastically deploy storm prevention and control measures.
The Chairmen of the People's Committees of provinces and cities are required to closely monitor the storm's developments; provide timely and accurate information to the people to proactively prevent and avoid complacency due to the assumption that the storm will weaken when it makes landfall. Localities need to organize the evacuation of people from dangerous areas, especially coastal areas, where there are strong winds, heavy rains, risks of landslides, flash floods, and deep flooding; evacuate people from cages, aquaculture huts along the coast, at sea, and on islands to safe places.
The Steering Committee also requested to urgently complete tree pruning, bracing, and reinforcing houses; ensure safety for warehouses, agency headquarters, public works, industrial parks, mineral exploitation areas, electricity and telecommunications systems. Localities should proactively allow students to take time off from school and workers to take time off from work in key areas if necessary.
Along with checking, guiding, and calling on ships to leave dangerous areas or find safe shelter, localities need to strictly manage vehicles at anchorage areas, absolutely not leaving people on board when the storm hits.
The telegram requires localities to prepare plans for drainage, flood prevention to protect agricultural production, clear water flows, and operate drainage systems in residential areas, industrial parks, and urban areas.
Vietnam Television, Voice of Vietnam, Vietnam News Agency, coastal information stations and central and local press agencies are requested to increase propaganda and update information on storm and flood developments to authorities at all levels and people, especially fishermen operating at sea.
Ministries and branches, according to their functions and tasks, proactively coordinate with localities to deploy response measures to ensure the safety of people's lives and property. Agencies and units strictly implement the on-duty regime and regularly report to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment).
