Hai Duong organizes public service units effectively and streamlined

After the merger, in 2023, Hai Duong University will enroll 1,800 students for college, university and master's degrees, double the total number of students of the two old schools.

Since 2019, the Centers: Table Tennis; Aquatic Sports Training, Coaching and Competition; Sports Training, Coaching and Competition (Department of Culture, Sports and Tourism) have merged into the Hai Duong Provincial Sports Training, Coaching and Competition Center. According to Mr. Nguyen Dinh Tu, Director of the Hai Duong Provincial Sports Training, Coaching and Competition Center, the merger of 3 centers into 1 has significantly reduced the number of focal points, units, leaders and staff. “The merger of 3 centers does not affect professional work and helps reduce many focal points. The direction and implementation of work under one center should be more convenient, unified and synchronized, especially in the management and care of athletes. The merger of 3 Party cells with 42 Party members also helps to enhance the role of the Party Committee in training and coaching work,” Mr. Tu added.

At the end of April 2023, Hai Duong College was merged into Hai Duong University. To date, Hai Duong University has a streamlined apparatus. The school has 24 affiliated and affiliated units, a reduction of 17 units compared to the previous two schools. The number of department-level staff has also decreased by more than ten people. Along with streamlining the apparatus and reducing staff, the merger of the two schools has really promoted the effectiveness of the facilities, functions, tasks and staff and lecturers of the two old schools. The school's training work has been strongly innovated in the direction of approaching professional competence.

According to the assessment of the school's Board of Directors, the leadership and direction of the Party Committee, Board of Directors, and School Council were timely and close. The units and mass organizations in the school coordinated well in performing their tasks. The enrollment work was focused on by the Party Committee and Board of Directors, so the enrollment in 2023 achieved positive results. "After the merger, the school opened 10 more training majors and recruited 1,800 training targets for college, university, and master's degrees, achieving the enrollment target set for 2023, double the total number of students of the two previous schools. The province's attention to investment and implementation of the master plan will also help improve efficiency, unity, and synchronization in investment in facilities and training equipment," shared Dr. Nguyen Van Quyen, Vice Principal of Hai Duong University.

According to the Department of Education and Training, up to now, Hai Duong has achieved the target of reducing the number of public kindergartens and primary schools by at least 10% compared to 2017, higher than the national average (the reduction rate of the number of public kindergartens and primary schools nationwide reached 6.16%). After restructuring and reorganizing, most of the new units have stabilized and started operating according to their functions and tasks, and the number of redundant management staff and administrative staff has been gradually reduced according to the roadmap.

Implementing Resolution No. 19-NQ/TW dated October 25, 2017 of the 6th Conference of the Central Executive Committee (12th tenure) on continuing to innovate the organization and management system, improving the quality and efficiency of public service units, the Provincial Party Committee and People's Committee of Hai Duong province promptly issued an action program and plan to implement this resolution.

Hai Duong has identified the main and specific contents and tasks for Party committees, authorities, socio-political organizations at all levels, agencies and units of the province to focus on leading, directing and organizing the successful implementation of the general goals, specific goals, tasks and solutions of Resolution No. 19-NQ/TW to ensure compliance with regulations and suitability with the actual situation of the province. Thereby, it has contributed significantly to streamlining the organization, operating effectively and efficiently and building a strong team of civil servants and public employees, meeting the requirements of local socio-economic development and achieving positive results.

By November 2023, Hai Duong had a total of 927 public service units, a decrease of 170 units compared to 2015, reaching a rate of 15.5%. Of which, the number of educational service units decreased from 901 to 795 units. The number of health service units decreased by more than half, from 51 units to 25 units. The number of culture, physical education and sports units decreased by 4 units, from 29 units to 25 units.

With the drastic participation of Party committees and authorities at all levels, the implementation of Resolution No. 19/NQ-TW of the Central Committee in Hai Duong province has been bringing about practical and obvious results. Along with continuing to arrange and improve the operational efficiency of public service units, Hai Duong is focusing on implementing innovative solutions, streamlining the political system apparatus, and operating effectively and efficiently, in which the key task in 2024 is to reorganize commune-level administrative units in the period of 2023-2025.
