Hai Phong bans ships from going to sea from 5:00 p.m. on October 4.

The City Civil Defense Command announced a ban on tourist vessels, fishing vessels, and boats from going out to sea; and on tourism and entertainment activities in sea and island areas from 5 p.m. today.

Pursuant to Official Dispatch No. 10/CD-UBND dated October 4, 2025 of the Chairman of the City People's Committee, the City Civil Defense Command announces the prohibition of tourist vessels, fishing vessels and boats from going to sea; tourism and entertainment activities in sea and island areas; exploitation, aquaculture, fishing and other activities in estuary, coastal and offshore areas from 5:00 p.m. on October 4, 2025.

The City Border Guard Command, the People's Committees of coastal communes and wards, and special zones regularly notify and call on ships operating at sea; workers on aquaculture cages and watchtowers to use all means to move to safe shelters; arrange to avoid collisions and sinking of ships at anchorages. These tasks must be completed before 7:00 p.m. on October 4, 2025.

Resolutely prevent and do not allow fishing boats and inland waterway vehicles that have entered shelters to operate during periods of strong winds and big waves (if necessary, apply coercive measures).

The City Border Guard Command directed the Border Guard Stations along the sea and islands to fire signal flares to call ships to take shelter according to regulations; and prepare plans to mobilize and use ship CN-09 and other means to participate in search and rescue when requested.

Hai Phong Newspaper, Radio and Television promptly publish information for departments, branches, agencies, units and people to know and implement.

According to the forecast of the City Hydrometeorological Station, at 1:00 p.m. on October 4, the center of the storm was at about 18.3 degrees north latitude, 115.3 degrees east longitude, in the North East Sea, about 500 km east-southeast of Hainan Island (China). The strongest wind near the center of the storm was at level 11 - 12 (103 - 133 km/h), gusting to level 15. The storm moved west-west at a speed of about 25 km/h.
