Dien Bien District People's Council approved the Project to adjust the general planning of Dien Bien district town.

District People's Council delegates voted to approve the planning project.

The general planning of Dien Bien district center was approved by the People's Committee of Dien Bien province in Decision No. 341/QD-UBND, dated April 14, 2005. After more than 19 years of implementing the planning, the People's Committee of Dien Bien district and Thanh Xuong commune have implemented many projects. With the adjustment of the detailed construction planning at a scale of 1/500 0 of Pu Tiu district center, Dien Bien district approved in Decision No. 2950/QD-UBND, dated November 26, 2021 of the People's Committee of Dien Bien district, the functional areas of the political administrative center were shaped and gradually built and put into operation. The current social infrastructure works and key technical infrastructure of the town have been built stably and relatively completely. However, many functional areas and traffic routes identified in the general planning have not been implemented. Or many projects, for many reasons, are implemented in a way that does not coincide with the approved master plan.

Within the approved master plan, only the orientations for the political administrative center are gradually implemented according to the plan. The technical infrastructure and social infrastructure systems are invested on a limited scale, mainly formed along some main roads, according to small residential clusters. With the orientation of upgrading the Pu Tiu district center and Thanh Xuong commune to a type V urban area in the short term, the Master Plan approved in 2005 is no longer suitable (in terms of population size, land use scale, functional areas, urban development standards...) and has not yet promoted the potential and advantages of the area.

Planning adjustment contents: Expand the scope of research from Pu Tiu village, Thanh Xuong commune to the entire administrative boundary of Thanh Xuong commune. Strengthen the linking and sharing functions in the area of Dien Bien district town with neighboring areas and central urban areas in the province. Update and adjust projects in the area to suit the development reality. Adjust and complete the urban infrastructure system, create land fund for new urban development, increase the attraction of investment resources. Build Dien Bien district town with infrastructure that meets the requirements of long-term and sustainable development, as the development nucleus in the urban system of Dien Bien province and the dynamic urban chain.

At the meeting, 100% of the district People's Council delegates voted to issue a resolution on the Project to adjust the general construction planning at a scale of 1/5000 of Dien Bien district town, Dien Bien province.
