Urgently issue guidelines on revenue and expenditure for schools according to management decentralization.

Based on the operational plan, revenue and expenditure estimates and proposed revenue levels of each school, localities consider service revenues, educational support services and other revenues other than tuition fees in accordance with regulations, ensuring the revenue framework is appropriate to reality.
The Department requires wards, communes, and special zones to establish inspection teams to inspect the revenue and expenditure situation at the beginning of the 2025-2026 school year at schools in the area according to management decentralization, promptly correcting the situation of over-collection or collection of illegal fees.
The Department of Education and Training also requested strict disciplinary action against school principals if they are found to have improper revenue and expenditure.
In addition, it is necessary to focus resources on ensuring facilities and equipment for the new school year and arrange the education budget to ensure regular expenditures (salaries, allowances, teaching and learning activities, etc.).
Regarding the operating budget of the Parents' Association, the Department strictly prohibits the use of the Association's name to collect fees outside of the regulations. The Association's operating budget is managed by the Association and is only used for activities directly serving the Board; it is not used to protect facilities, security, supervise vehicles, clean classrooms and schools, reward managers, teachers, staff, or purchase machinery, equipment, and teaching aids for schools and classes.
The association's operating budget is funded through voluntary donations, with no fixed average donation level for parents. The collection and disbursement of funds must ensure the principles of transparency and democracy.
