Support localities to absorb agricultural development policies well

The Department of Agriculture and Rural Development of Ha Tinh province coordinated with the Department of Finance to review and promptly remove difficulties, support localities to access and absorb sustainable agricultural development policies.

On the morning of November 28, Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh and Director of the Department of Agriculture and Rural Development of Ha Tinh Nguyen Van Viet chaired an online conference to summarize the agriculture and rural development sector in 2023 and deploy tasks for 2024.

Promoting advantages and overcoming difficulties, in 2023, Ha Tinh's agricultural sector focused on implementing synchronous solutions to achieve comprehensive results in all fields. Agriculture had a good harvest, developed in the direction of safe production, formed many organic, circular models, and linked according to the value chain.

Deputy Director of the Department of Agriculture and Rural Development of Ha Tinh Nguyen Quang Tho presented a report summarizing the agricultural sector in 2023 and deploying tasks in 2024.

In 2023, the growth rate of the entire agricultural sector is estimated to reach over 2.6%; the total value of agricultural, forestry and fishery production (at comparable prices) is estimated to reach VND 13,940 billion (up 3.2% compared to 2022); the production value per unit area reaches VND 97.5 million/ha; the proportion of livestock accounts for over 53% of the structure of agricultural production value; the forest cover rate reaches over 52.5%.

Implementing land concentration and accumulation according to Resolution No. 06-NQ/TU, the whole province has increased by more than 3,600 hectares, bringing the total area of ​​small plots to large plots to over 10,669.63 hectares, of which over 4,185.09 hectares are concentrated in the form of land conversion. Some localities have achieved high results such as: Can Loc, Thach Ha, Cam Xuyen, Ky Anh, Duc Tho, Loc Ha...

Regarding production according to VietGAP standards, organic and production in greenhouses and net houses associated with digital transformation, up to now, the whole province has 1,990.87 hectares of various crops (equivalent to 287 facilities) granted valid VietGAP certificates and formed 40 models of rice, vegetable and fruit production applying organic processes, in the organic direction.

Deputy Director of the Department of Natural Resources and Environment Phan Lam Son discussed the initial results, difficulties and solutions to speed up the implementation of Resolution No. 06 - NQ/TU and the province's support policy on land concentration and accumulation.

Livestock continues to control diseases well, the total herd of cattle and poultry remains in scale, herd quality and meat output increases slightly, estimated at 110,950 tons (up 2.6% compared to 2022); forestry continues to maintain stability, increasing the forest area certified for sustainable forest management; aquaculture and aquaculture achieve good results, the total annual aquatic product output is estimated at 56,268 tons (reaching 105.4% of the plan and increasing 1.9% compared to 2022).

The new rural development program continues to be vigorously implemented. In the past 10 months, the whole province has had 2 more communes meeting the new rural standards, 8 communes meeting the advanced new rural standards, 5 communes meeting the model new rural standards; it is expected that by the end of the year, there will be 2 more communes meeting the new rural standards, 12 communes meeting the advanced new rural standards, 1 commune meeting the model new rural standards. In the past 10 months, localities have recognized 41 more products meeting the 3-star OCOP standard; it is expected that by the end of the year, there will be 9 more products eligible for recognition of the 3-star OCOP standard or higher.

Director of Ha Tinh Seed Joint Stock Company Vo Thi Hong Minh presented solutions on the supply of plant varieties for the 2024 Spring crop production.

Implementing the agricultural production plan in 2024, Ha Tinh strives for an agricultural growth rate of over 2.5%; total production value (at comparable prices) of over 14,300 billion VND; production value per unit area of ​​over 100 million VND/ha; output of fresh meat of all kinds of slaughtered animals of 113,785 tons; total aquatic product output of 58,697 tons; forest cover rate to remain stable at over 52.5%; the rate of rural people using hygienic water to reach 100%, of which the rate of using clean water according to standards reaches over 70%.

By the end of 2024, strive to have at least 20 more communes meeting advanced NTM standards, 5 communes meeting model NTM standards; 4 district-level units meeting NTM standards/completing the task of building NTM and 3 districts meeting advanced NTM standards. The whole province basically meets the criteria according to Decision No. 321/QD-TTg to be recognized by the Prime Minister as having completed the task of building NTM.

Regarding the 2024 spring crop production project, the whole province strives to plant 80,520 hectares, a decrease of 1,195 hectares compared to the 2023 spring crop production results. The reason for the decrease is that some localities switched to implementing animal feed crop projects.

Director of the Department of Agriculture and Rural Development of Ha Tinh Nguyen Van Viet: Recommend that districts focus on production, strengthen disease control in livestock herds, stamp out African swine fever; strictly control the destruction of diseased livestock to avoid budget loss.

At the conference, delegates from several localities and businesses recommended that the province pay attention to approving and allocating funds to implement programs right from the beginning of the year for smooth implementation; provide guidance on the destruction of livestock and poultry; provide vaccines early to proactively prevent epidemics; strengthen breed management; have general guidelines for localities to implement bidding for breeds; promote the export of agricultural products...

Concluding the conference, Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh emphasized that, based on the orientation targets and production plan for 2024, localities urgently develop seasonal production projects and focus on directing effective implementation.
