In the third quarter of 2025, in the field of science and technology, the Ministry of Science and Technology reviewed and adjusted the method of allocating funding for 98 national-level science and technology tasks. The proportion of high-tech goods exports reached 48.36%. At the same time, the Ministry issued a set of criteria to evaluate the effectiveness of public science organizations and applied research tasks, creating a basis for improving the quality of research in line with the requirements of socio -economic development.

In terms of innovation, as of August 2025, the country had 945 certified science and technology enterprises. The Ministry has issued the Local Innovation Index Framework for 2025 and organized online training for provinces and cities. Digital technology industry revenue increased by 28% over the same period last year. The number of 5G mobile broadband subscribers has exceeded 14 million.

Regarding digital transformation, the rate of online records in August 2025 reached nearly 40%. The National Data Integration and Sharing Platform recorded more than 222 million transactions in the third quarter of 2025...

Speaking at the conference, Minister of Science and Technology Nguyen Manh Hung suggested: Departments of Science and Technology should closely follow the orientation, maximally integrate content on science and technology, innovation, and digital transformation into political reports and action plans at local Party congresses - considering this as the foundation for science and technology to become a driving force for growth, creating breakthroughs in labor productivity and sustainable development.

The Ministry of Science and Technology will support localities in managing science and technology tasks on a digital platform. Regarding the development of an innovation ecosystem, the Ministry will guide localities to select 2-3 key models such as digital agriculture, community innovation centers, smart cities, traceability of goods, etc., and then replicate them into bright spots.
